Baku Hosts Digital Criminal Procedure: Modern Challenges And Goals...... (PHOTO) (UPDATE)


(MENAFN- Trend News Agency) BAKU, Azerbaijan, April 2. The AzerbaijaniProsecutor General's Office has held a conference themed“DigitalCriminal Procedure: Modern Challenges and Goals”, Trend reports.

The event participants included Assistant to the President ofAzerbaijan, Head of the Department for Cooperation with LawEnforcement Agencies of the Presidential Administration ofAzerbaijan Fuad Alasgarov, Prosecutor General Kamran Aliyev, Headof the Legislation and Legal Policy Department of the PresidentialAdministration, Assistant to the First Vice President of AzerbaijanGunduz Karimov, Ombudsperson Sabina Aliyeva, Minister of JusticeFarid Ahmadov, Chairman of the Supreme Court Inam Karimov, DeputyChief of the State Service for Special Communications andInformation Security of Azerbaijan Allahveran Ismayilov, andChairman of the Bar Association Anar Baghirov.

During his conference speech, Kamran Aliyev stated thatdigitization is happening in all spheres of society.

"However, in criminal proceedings, this is a special area, andwe must conduct this process with great sensitivity and accuracy is a need to make certain changes to the criminal procedurallegislation," he emphasized.

Fuad Alasgarov mentioned that the digitization of servicesprovided to the population in Azerbaijan also affects lawenforcement agencies.

"An electronic system has been created in law enforcementagencies, and numerous innovations are being successfullyimplemented," he noted.

Gunduz Karimov said that the protection of citizens' rights isof great importance.

"Digitalization ought to be considered in the creation andimplementation of criminal procedures. In addition to digitizingthe current criminal prosecution processes, new procedures andcontemporary information technology ought to be employed.

The country's pre-trial laws are applied with particular guidancefrom the Prosecutor General's Office. The Prosecutor General'sOffice is primarily responsible for fighting digital crime,"Karimov added.

Anar Baghirov, the chairman of the Bar Association, stated thatcourt judgments regarding the appointment of attorneys at publicexpense are currently dispersed digitally among the relevant lawfirms without the need for human intervention.

"Even at the stage of pre-trial investigation, issues ofrepresentation to the suspect or accused of a list of lawyersacting in a law firm in the territory, their choice of a lawyerfrom this list, inviting a lawyer, etc. should be resolved througha single electronic space," he noted.

The Head of the Department of Non-Criminal Prosecution Executionof the Prosecutor General's Office, Elmir Musayev, mentioned thatthe presentation of a project related to "Digitalization andElectronization" became possible thanks to the support provideddirectly by the President of Azerbaijan, Ilham Aliyev.

Musayev emphasized that the prosecutor's offices studiedinternational experience in developing such projects.

"Since the Prosecutor General of Azerbaijan is the VicePresident of the International Association of Prosecutors, duringthe development of the project, we contacted the prosecutor'soffices of other countries and inquired about their experience. Theprogram currently being presented was written in Azerbaijan fromscratch. We are pleased that the project has already been met withgreat sympathy. We hope that the program, tested in the ProsecutorGeneral's Office, will be used by other investigative bodies aswell. It should also be emphasized that this program is a productof Azerbaijan, and we believe it will have a successful future," headded.

The speeches followed the signing of a memorandum of cooperationbetween the Prosecutor General's Office and the AccountsChamber.

The document was signed by Prosecutor General Kamran Aliyev andthe Chairman of the Accounts Chamber, Vugar Gulmammadov.
