Kuwait's PAMA: Statistics On Disabled People Facilitates Treatment Process, Strategies

KUWAIT, April 5 (KUNA) -- The Director General of the Public Authority for Minors Affairs (PAMA) Dr. Bibi Al-Amiri affirmed that gathering statistics on people with disabilities facilities the appropriate treatment process for them and implementation of the policy of integration into the labor market.
Speaking to KUNA, Al-Amiri said Wednesday that the recorded percentage of Kuwaitis with disabilities, which is about three percent compared to the population, is a small percentage compared to the average percentages in countries of the world, which exceed 15 percent.
She emphasized that the certificate of proof of disability was only a means to develop a mechanism that harnesses highly qualified administrative and medical staff to provide the best available medical service at a high-level of efficiency and appropriate for each case.
Al-Amiri stressed the development of new work and evaluation mechanisms through which it seeks to develop the treatment process and improve its performance.
The most vital new work mechanisms, including the codification of the role of medical committees in renewing disability certificates, in order to direct effort and time towards discovering the largest possible number of new cases, in addition to re-evaluating the medical standards in force to make them consistent and applied to everyone, especially by introducing the social aspect to understand the needs of the case and familiarity with all its aspects and subject it to study, she mentioned.
It is also related to taking appointments for the authority's auditors, she pointed out, noting that it should not constitute an obstacle and a burden on them, especially with the presence of difficult and severe cases.
She affirmed her endeavor to integrate people with various disabilities into the labor market through rehabilitation and training programs according to the needs of relevant institutions and authorities, expressing full cooperation in order to activate the people with disabilities law, which obliges various agencies to employ four percent of them in their sectors.
She revealed the creation of a monthly Diwaniya with public benefit associations to involve and consult in decision-making through crucial topics dealing with issues of people with disabilities because of their long history in this field, underlining that the administratively and medically integrated construction of the authority was achieved only with the diligent efforts of previous administrations to serve people with different disabilities and that the new administration is only a continuation of this pioneering role.
