The Department of Transport Announces the Implementation of 114234 parking bays in Abu Dhabi During 8 years


As part of the Department of Transport’s (DoT) endeavor to improve Mawaqif Services according to the Surface Transport Master Plan, national qualified competencies were hired to utilize the best global practices to increase the level of efficiency of the transport network. These efforts are aimed at making Abu Dhabi the best destination for the residents and visitors and improve its status locally, regionally and internationally. To that regard, the Integrated Transport Center (ITC) announced that since the launching of Mawaqif, 114234 parking bays were regulated in 77 sectors in Abu Dhabi, 14598 parking bays in 16 sectors in Al Ain. In addition to 11213 parking bays by the reconstruction and regulation of 43 sectors and using some lands for implementing parking bays. Moreover, eight multi-storey parking facilities were built in the Emirate of Abu Dhabi and included 4510 parking bays. The facilities were designed according to the highest operational standards and increased the quality of lightening, elevators and air conditioning maintenance, increasing the number of signage and redistributing them and replacing the devices at the control rooms. The Strategy of Mawaqif The ITC stated that the DoT has established Mawaqif Division on March 2009 as an innovative regulation plan with an integrated methodology and national competencies to achieve the Vision of Abu Dhabi 2030 and follow Law no. 18 of 2009 concerning the regulation of vehicles parking in the Emirate of Abu Dhabi. The ITC said that the Department is working in compliance with the Government’s visions and directions in order to create sustainable infrastructure for vehicles parking that aids in reducing the traffic. The Center has also said that the strategy is designed to regulate, improve and operate a sustainable network for integrated, safe, efficient and environmental friendly parking bays that support public transport and the services offered to the society. Additionally, the strategy will resolve the shortage in parking bays in Abu Dhabi and eliminate random parking and support public transport modes, improve the parking services offered and suggest regulations and policies that prevent the improper use of parking bays in the Emirate. During the course of eight years, Mawaqif Division updated number of electronic services that assisted in the implementation of laws, and saved the time and efforts for the residents. For example, the services included operating services in the multi-storey buildings offered by Darb Application that allows the residents to find vacant parking bays using smart phones in which saves their time. Additionally, sensors and infrared photography were used to monitor any vehicle with expired permits and inspect any violations. It is anticipated to utilize more developed technologies in the near future to assure the efficiency of the parking system in order to achieve an integrated, safe and sustainable system. General Services Mawaqif Division stated that it works on offering a system that supports the economic growth by enhancing the quality of work according to global standards to serve the public. General services offered by Mawaqif are: • Regulating and renovating public parking bays (surface and multi-storey building parking) • Offering special parking bays for different segments of the society like women, The Determined Ones, Drop off and Pick up points, ambulances, emergencies and fire hydrants. • Residents electronic permits Moreover, Mawaqif offers its services to support main events taking place in Abu Dhabi in order to find solutions that assist in maintaining the traffic like regulating parking bays in Ramadan at Sheikh Zayed Grand Mosque, Abu Dhabi Formula 1, international exhibitions, football stadiums, Qasr Al Hosen Festival … etc. Achievements The Integrated Transport Center (ITC) said that the Center prepared a proposal for the decree no.)18( for 2009 concerning the regulation of vehicles parkings in the Emirate of Abu Dhabi that was issued on October 2009 and preparing the Chairman’s Decision no.)52( for 2010 to issue the regulations of parking in the Emirate of Abu Dhabi as per Parking Regulations. In some multi-storey parking buildings, there were 182 pink parking bays dedicated for women. As for bicycles, 1085 parking bays were distributed among 19 sectors. Al Dana Multi-Storey Parking Building with 726 parking bays was established along with temporary building with 518 parking bays and regulating public parking bays in Mussaffah Industrial Area and Mafraq Industrial Area. The Center has also offered the parking payment service to the public as an alternative method to payment machines that is in addition to cash, credit card and rechargeable cards payment methods. Moreover, other achievements were accomplished by the center like Park and Ride Service in many places in and out of Abu Dhabi City like Zayed Sport City and Corniche Parking to assist the public in moving from an area to another. Additionally, developing an electronic permits system and commercial investigation system. This system contributed in reducing the number of days required to finish transactions from five 5 working days to one working day only. Responding to complaints and grievance system is one done in one working day instead of (5) working days. The ITC stated that 98% of the public are compliance with the regulations of parking and eliminated random parking in areas where the system is applied. Therefore, finding parking spaces safely and easily became possible that is in addition to the safe arrival of Civil Defense Vehicles and ambulances to the incidents areas. Rewards • Department of Transport Award for the Excellent Division in 2014. The award follows the Abu Dhabi Award for Excellence in Government Performance. • The Excellent Technical Project Award for the Permits System Project among other division at the Department of Transport in 2014. • Al Dana Multi-Storey Parking Building won two international excellence awards at the 2016 International Parking Institute (IPI) Conference and Expo for Category I-Best Design of a Parking Facility with Fewer than 800 Spaces, and Category IV-Award for New Sustainable Parking and Transportation Facilities Excellence. • International Parking Institute (IPI) Conference and Expo - Marketing and Communications Award 2017 , USA. The ITC allowed the residents of the areas with dense populations are allowed to use parking bays of nearby shopping malls. In addition, the Center allowed the public to pay parking fees using Darb Application. All of these initiatives were launched over the past years in aim to improve the quality of services provided to the society.
