Srinagar - Four months since the Directorate of Health Services Kashmir(DHSK) had reportedly given its consent for promotion of Health Educators working in the Health department through Departmental Promotion Committee(DPC), the promotion of these employees has been“unnecessarily” delayed by the authorities, thus depriving these educators of their promotions.
On November 10, DHSK had issued an order in local dailies and called for any objection in promotion of 35 health educators, who were shortlisted in third tentative seniority list, allegedly to be promoted to Community Health Officer(CHO).
However, even after more than four months and without any objection from anyone, the distressed health educators have alleged that the authorities have hampered the process and deprived these 'eligible candidates of their rightful promotion.'
“There has been a four month delay already but the health department is not issuing any order that makes us eligible for the promotion as CHO. This is injustice.” A group of health educators who are waiting for their promotion, told Kashmir Observer.
They said that the Government of India and DHSK have already given their consent for the promotion.“However, the department hasn't moved forward with our promotion order.” The disgruntled employees said.“We are fully eligible for these posts, so why're we being deprived of our rights? Isn't this unfair and against the rules.”
They have also alleged that the Government of India had also castigated the department for its failure to promote them.“But, GOI's strict warning fell on deaf ears in the department.” The employee said.
Pertinently, these 35 candidates were shortlisted out of more than 200 employees from the first tentative seniority list and second tentative seniority list.
The final selection list of 35 selected candidates was declared through a DHSK order No. Est-ii/Sen.H.Educator/102/4455-85 on10 November, 2021, while a notification inviting objections for 1st and 2nd office circulars No.'s Est-ii/Sen.H. Educator/ 102/2015/102/848-66Dt:- 01-01-2016 and Est-ii/Sen. Health Educator /102/7942- 7970 Dt:- 29.06.2019 respectively from the concerned office.
“We've nothing personal with anyone in the department. What we demand is completely our right.” The dismayed health educators told Kashmir Observer.
However, refuting these allegations being leveled up against the department, spokesperson for the Health Department, Dr Mir Mushtaq said that the given order has nothing to do with promotion.
'This order is sometimes used as a base for promotion of a candidate but has nothing to do with any promotion. Nowhere, in the order, has it been mentioned that any candidate is being promoted. This order was issued for objections, if any, against the shortlisted candidates of the third seniority list.' Dr Mir Mushtaq told Kashmir Observer.
