Qatar affirms its commitment to reducing disaster risks locally, internationally


(MENAFN- The Peninsula) The State of Qatar has affirmed its commitment to reducing disaster risks, in accordance with a clear vision and coordinated legislative, regulatory and executive efforts in which various state agencies participate, in addition to its support for international projects and programs that serve this direction. 

This came in a speech delivered by Director of Public Security H E Major General Saad bin Jassim Al Khulaifi, during his participation yesterday in the opening of the Fifth Arab Regional platform for Disaster Risk Reduction, which is hosted by the Kingdom of Morocco over four days via video communication technology

A number of representatives of relevant international organizations will participate in the forum, which seeks to enhance the capabilities of Arab countries in facing disaster risks.

Major General Saad Al Khulaifi said that the State of Qatar is committed to reducing disaster risks through its global contribution to development projects aimed primarily at reducing disaster risks.

He also stressed that the State of Qatar has made progress in implementing the“Sendai Framework for Disaster Risk Reduction 2015-2030” through the efforts of the Civil Defense Council and various state agencies in developing legislation, organizational and coordination structures and implementing programs to confront emergencies, crises and disasters.

He pointed to the state's support for scientific and technical cooperation by exchanging data, enhancing capacity building in the field of disaster risk reduction, and supporting early warning systems for multiple risks. Many state agencies and institutions cooperate in this field, and have established and sponsored many research and scientific programs at the local and global levels, he added. 

In a related context, he pointed out that the State of Qatar supports disaster risk reduction programs to save lives and reduce the impact of disasters around the world, recognizing that investing in disaster risk reduction is investing in resilience, and that integrating disaster risk reduction into humanitarian assistance enhances people's resilience during future crises.

Major General Saad Al Khulaifi also noted that the State of Qatar believes that integrating disaster risk reduction into development programs protects economic and development gains from potential shocks and helps build capacities at all levels.

Sustainable development issues are among the pillars and goals of the Qatar National Vision 2030, he explained, adding that preparing for and responding to risks and disasters is one of the most important means of preserving national achievements and capabilities.

The Director of Public Security pointed out that the State of Qatar has enacted the necessary legislation and laws, and established the Civil Defense Council in the context of strengthening its efforts to confront emergencies, crises and disasters, secure the safety of life and property, and try to control and end disasters with the least possible losses and with the speed and efficiency required.

He also pointed out, in this context, to the National Command Center (NCC), which was established by the state in 2006, and is one of the largest emergency management centers in the region in order to improve and keep pace with the rapid development in various fields of disaster risk reduction.

The center has been provided since its inception with the latest equipment, mechanisms and devices, as well as modern technical systems that can be developed and that contribute to facing disasters and crises in the State of Qatar, he said. 

The State of Qatar has worked to include disaster risk reduction in sustainable development policies and plans, and the role of the civil defense system in facing disasters has been strengthened, he added. On the level of its regional and global efforts, he referred to the establishment by the State of Qatar of the Permanent Committee for Rescue, Relief and Humanitarian Aid in the disaster-stricken areas of brotherly and friendly countries, and a regional observatory under the management of the General Civil Aviation Authority, due to the urgent need for it in terms of monitoring emergency accidents.

He also mentioned the country's hosting of many conferences and forums on disaster risk reduction in support of the international community and to achieve the goals of the Sendai Framework.

The State of Qatar is continuing its efforts to achieve the objectives of the Qatar National Vision 2030, as it is currently working on preparing the third national development strategy for a period of five years 2023-2027, in a manner that takes into account the various areas of disaster risk reduction, he stressed. 

Qatar's participation in the forum stems from its interest and support for the international consensus that will result from the (Rabat Declaration) to build capacities in disaster risk reduction and to promote the agenda of the League of Arab States and the United Nations to reduce disaster risk, to serve humanity and achieve prosperity for all, he said.
