Kazakhstan deregulates tanker call-in services for oil crude, products export

Services provided in Kazakhstan for a vessel call at a seaport for transshipment of oil and oil products through pipelines to/from tanker/tankers with a further exit from the port for export outside of the country have been excluded from the list of regulated services, Trend reports citing the Union of transport Workers (KAZLOGISTICS).

This means that the Committee for the Regulation of Natural Monopolies of Kazakhstan will no longer set tariffs for tanker ship calls when exporting oil and oil products. According to Aktau Sea Trade Port JSC and the Transport Committee of the Ministry of Industry and Infrastructure Development of Kazakhstan, the Aktau port plans to differentiate tariffs similar to the practice of other countries, that is, to introduce the practice of differentiating fees for the National Carrier, ships flying the Kazakh flag and ships flying a foreign flag.

The practice is applied in the port of Baku (Azerbaijan), that is, the price list of which differentiates port fees according to the belonging of ships to Azerbaijani and foreign flags.

Deregulation of tanker call services will allow setting flexible tariffs depending on the market situation for oil transshipped through the port of Aktau.

This will also make it possible to provide preferences to the National Carrier - National Sea Shipping Company Kazmortransflot LLP, which will enable the company to compete with foreign ships.

More flexible pricing can help increase the volume of cargo transported by Kazmortransflot and transshipment in the port of Aktau, which, as a result, will increase tax revenues to the budget.
