Qatar- Prime minister chairs Cabinet meeting


(MENAFN- Gulf Times) HE the Prime Minister Sheikh Abdullah bin Nasser bin Khalifa al-Thani chaired the Cabinet's regular meeting held yesterday morning at the Amiri Diwan.
Following the meeting, HE the Minister of Justice and Acting Minister of State for Cabinet Affairs Dr Issa Saad al-Jafali al-Nuaimi stated that the Cabinet reviewed topics on its meeting's agenda as following:
It took the necessary measures to issue the following draft laws after it has reviewed the recommendations of the Advisory Council:
1- A draft law on the extension of the concession granted to Qatar Fuel Company (Woqod) for marketing, selling, transporting and distributing gas and petroleum products. 
2- A draft law on regulating the partnership between the public and private sectors.
3- A draft law on regulating the auditing profession.
4- A draft law on regulating the receipt and disbursement of Zakat funds.
5- A draft law on amending some provisions of Decree Law No 14 of 1993 concerning passports.
The Cabinet also approved a draft law on the diplomatic and consular corps, and a draft law on railways.
It also approved to refer them to the Advisory Council.
The Cabinet moreover approved a draft law on regulating and managing the strategic inventory of food and consumer goods, and a draft law amending some provisions of Law No 21 of 2015 regulating the entry, exit and residence of expatriates.
It also approved the following:
1 - A draft decision determining the areas in which non-Qataris can own and use real estate, as well as the conditions, regulations and procedures of their ownership and use.
2 - A draft decision on establishing the Medical Committee of the Ministry of Interior, regulating its competencies and determining its rewards.
3 - A draft decision amending some provisions of Decision No 10 of 2018 to form the Lawyers Admission Committee.
It also approved:
1 - A draft decision of HE the Minister of Justice to extend the period of reconciliation of the conditions in applying the provisions of Law No 22 of 2017 on the organisation of the work of real estate brokerage.
2 - A draft decision of HE the Minister of Commerce and Industry to determine the percentage of participation of non-Qataris in investment funds dealing in real estate.
3 - A draft decision of HE the Minister of Commerce and Industry to amend some provisions of the executive bylaws of Law No 25 of 2002 regarding investment funds issued by Ministerial Decision No 69 of 2004.
4 - A draft decision of HE the Minister of Municipality and Environment on the classification of real estate units.
5 - A draft resolution of HE the Minister of Public Health to establish the addiction treatment committee and determine its specialities.
6 - A draft resolution of HE the Minister of Administrative Development, Labour and Social Affairs to establish departments in the administrative units comprising the Ministry of Administrative Development, Labour and Social Affairs and determine its specialities.
The Cabinet approved the draft executive decisions of Law No 4 of 2018 regulating electricity and water supply.
It also approved to apply provisions of Law No 24 of 2002 regarding retirement and pensions to Qatari employees in a number of companies.
The Cabinet then took the necessary measures to ratify a memorandum of understanding (MoU) on co-operation in the field of vocational retraining and professional skills development between the General Authority of Customs of Qatar and the Customs Border Control Training Institute of the Republic of Korea, MoU on bilateral co-operation in the field of land transport between the Ministry of Transport and Communications of Qatar and the Ministry of Land, Infrastructure and Transport of the Republic of Korea, MoU on the co-operation in the field of smart agriculture between the Ministry of Municipality and Environment of Qatar and the Ministry of Agriculture, Food and Rural Affairs of the Republic of Korea and MoU on the co-operation in the field of fisheries and aquaculture between the Ministry of Municipalities and Environment of Qatar and the Ministry of Oceans and Fisheries of the Republic of Korea.
The Cabinet approved a draft agreement on air services between the governments of  Qatar and Sri Lanka.
It also approved the state's legislative plan for the year 2019-2020.
