Canadian wireless carrier Xplore Mobile, which serves customers in Manitoba, will cease
operations at the end of August.

According to a company statement, Xplore Mobile said it could not overcome“the cloud of
uncertainty created by regulatory delays.”

Xplore Mobile was launched when BCE (BCE) announced that it would acquire Manitoba
Telecom Services in 2016 for $3.9 billion and was told by the Competition Bureau that it would
have to“sell assets and provide services” to New Brunswick-based rural internet provider
Xplornet Communications as a condition of the deal.

To appease federal regulators, BCE agreed to transfer a chunk of its wireless customers and
wireless spectrum licences, as well as six retail stores to Xplornet, ultimately forming Xplore
Mobile.

The shutdown of Xplore Mobile comes as Rogers Communications (RCI) attempts to acquire
rival Shaw Communications (SJR) for $26 billion, raising questions about competition and
consumer choice in the Canadian telecommunications market.

Rogers announced in June of this year that it will sell its Freedom Mobile wireless unit to
Quebecor for $2.85 billion in a deal it hopes will appease federal regulators and lead to the
approval of its acquisition of Shaw Communications.
