(MENAFN) Russian President Vladimir Putin has abolished one of his "May decrees" of 2012, titled "On measures to implement the foreign policy course of the Russian Federation," which had outlined Russia's foreign policy priorities for almost a decade. The new decree came into effect immediately after Putin's decision and canceled several instructions issued by him in 2012 to the Ministry of Foreign Affairs and other government agencies, including the "sequential implementation" of the Strategic Arms Reduction Treaty (START) with the United States.
In his address to the federal Assembly on February 21, Putin announced that Russia would suspend its participation in START. The earlier foreign policy course had assumed that Russia would strengthen its ties with the EU and the USA and respect the sovereignty of Moldova and the territorial integrity of all countries. However, the new decree cancels these provisions, among others. It also cancels the creation of favorable external conditions for long-term development, firm defense of the fundamental principles of the UN Charter, which require the development of friendly relations between states on the basis of equality, respect for their sovereignty and territorial integrity, and the promotion of the creation of a single economic and human space from the Atlantic to the Pacific Ocean in relations with the European Union.
Putin delivered his 18th address to Russia's Federal Assembly on the same day the new decree came into effect. The abolition of the 2012 decree, which had been in place for over a decade, signals a change in Russia's foreign policy course and could have significant implications for Russia's relations with other countries. The move comes amid heightened tensions between Russia and the West, particularly in Ukraine, and as the US and EU have imposed sanctions on Russia for various reasons.
