Qatar- Panel for examining grievances being formed

DOHA: Minister of Administrative Development, Labour and Social Affairs, H E Dr Issa bin Saad Al Jafali Al Nuaimi, who is chairman of the grievances and complaints committee, announced yesterday that preparations were completed for the procedures of receiving complaints from aggrieved employees or those who have complaints concerning their job entitlements, relevant to the application of the provisions of the Civil Human Resources Law promulgated by Law No. (15) of 2016.

The Minister said that he is now in the process of nominating the members of the committee for the examination of complaints and grievances, in implementation of the decision No. (17) of 2018 of Prime Minister and Interior Minister H E Sheikh Abdullah bin Nasser bin Khalifa Al Thani, issued on 3/9/2018, on forming a committee within the Ministry of Administrative Development, Labour and Social Affairs for the examination of grievances and complaints.

In a statement, he said that the committee is chaired by the Minister of Administrative Development, Labour and Social Affairs and consists of the membership of two representatives of the Ministry Administrative Development, Labor and Social Affairs, one of whom shall be a member and rapporteur of the committee, representatives of the Amiri Diwan.

The committee will also have a representative from the Office of the Prime Minister, the Ministry of Justice, the Judiciary Supreme Council and the General Secretariat of the Council of Ministers.

The decision stipulates that the committee is competent to examine grievances and complaints submitted by employees regarding their job entitlements relevant to the application of the provisions of the Civil Human Resources Law, and to notify the concerned parties of the decisions issued by the committee within ten days from the date of their issuance.

The committee may invite the director of human resources department of the governmental body that is the object of its decision, or other officials of government agencies, to present the data required.

He noted that the decision also provides for the obligation of all parties to provide the committee with the required data or information required for the performance of its work and to cooperate with it in the field of its competence.

The committee will periodically report the results of its work to the Prime Minister.

The formation of the committee indicates the State's keenness on guaranteeing all job entitlements of the employees. The committee will accelerate the dismissal of grievances and complaints filed by employees in various bodies regarding their job entitlements stipulated in the Civil Human Resources Law, promulgated by Law No. (15) of 2016.
