Rachel is currently Associate Professor in Educational Assessment and Research Methodology at the Faculty of Education & Social Work at the University of Sydney. She has degrees in psychology, audiology, teaching, research methods and higher education. She completed her doctoral study in 2002 in child development and education as a scholarship holder at Oxford University.

Rachel has particular expertise in research analysis and in the theory and practice of educational assessment. She has conducted large scale studies across educational sectors: from early childhood to higher education. Rachel is particularly interested in evidence-based education and has worked with schools and government authorities to promote this though pilot projects, program evaluation and professional development programs. She also sits on various government educational committees.
