(MENAFN- Jordan News Agency) Amman, Jan. 14 (Petra)- The European Union, the government and Ministry of Planning and International Cooperation celebrated conclusion of the Monitoring and Evaluation Technical Assistance Jo2025 (M&ETA Jo2025), a 3.5-year EU-funded project to support implementation of Jordan's national priorities and economic growth.
The M&ETA Jo2025, which was implemented in Prime Ministry's Delivery Unit and in the Ministry of Planning and International Cooperation, has provided technical assistance to key government institutions to facilitate establishment of an effective Monitoring, Evaluation and Delivery system, tailored for the implementation of the Jordan 2025 Strategy, according to a joint press statement.
Speaking during the virtual ceremony held on the occassion, Minister of Planning and International Cooperation, Nasser Shraideh, said: "Improving government's capacity to plan, monitor and evaluate national policies and programs is a priority to us, and I would like to thank the European Union for their continued support to Jordan's government in implementing its reform plans."
"At the Ministry, we have a key role in the planning of national development programs and we are the institution with the follow-up mandate, and we believe that META project has provided significant improvements to the M&E function in our system, as well as throughout the government," he added.
Also speaking remotely was Minister of State for Institutions Performance Development, Rab'ah Ajarmeh, who noted: " Department of Institutional Performance Development and Policies in the Prime Ministry was able, in close cooperation with the project team, to institutionalize the principle of follow-up and delivery in government work. A work methodology to unify follow-up methods on the implementation of priorities and projects submitted by the Jordanian government was also approved."
"With regard to the work of the Government's Follow-up and Delivery Unit at the Prime Ministry, we worked on building capabilities of the unit's team to enable them to carry out the tasks that qualify them to provide support to the Prime Minister to ensure the implementation of government priorities at the sectoral level. Thus, this is a major turning point and a real achievement, as Jordan is the first country in the region that was able to adopt a follow-up and completion methodology and include it in its work programs," the minister added.
Some of the project's key achievements included supporting the Government of Jordan in strengthening the national planning architecture, process and tools, including methods for analysing horizontal and sectorial strategies.
The project has also supported the Prime Ministry's Delivery Unit (PMDU) in developing and launching the "Jordan Delivery Model" which enables effective and efficient implementation of national priorities. Furthermore, the project supported the Civil Service Bureau in developing a new Performance Management System for civil servants to improve employees' job satisfaction, efficiency and accountability. Ninety training sessions on Delivery, Performance Management, Monitoring and Evaluation, as well as Communications were carried out and 320 civil servants were trained.
In her intervention during the virtual closing event, the EU Ambassador to Jordan, Maria Hadjitheodosiou, stressed that M&ETA Jo2025 constitutes "a great example of international experts, civil servants and political leadership working together to achieve outcomes and succeed in implementing changes," and added that "the European Union is proud to point out that all the project deliverables were developed by Jordanians and tailored specifically for the context and needs of Jordan.We are happy to support activities that move beyond studies and assessments, and towards real action and implementation."
President of the Civil Service Bureau, Sameh Al-Nasser, said: "Individual performance management is one of the key tools of the human resources management that seeks to evaluate the performance of employees in order to develop and improve their performance and encourage them to be more creative. This is what prompted the Civil Service Bureau to work with the METAJo2025 project to develop the Individual Performance Management System and link it to institutional performance."
M&ETA Jo2025 is designed to contribute to Jordan's economic growth, through the implementation of Jordan 2025, which is the Government's response to a range of economic and social challenges. It aims to revitalize Jordan's socio-economic development by targeting poverty, unemployment, the fiscal deficit and boosting annual GDP growth.
