(MENAFN - Gulf Times) HE the Minister of Administrative Development, Labour and Social Affairs Dr Issa Saad al-Jafali al-Nuaimi has issued decision No 51 of 2017 to publish a manual that describes, classifies and arranges public jobs, pursuant to Article 3 of the Civil Human Resources Law promulgated by Law No 15 of 2016.
In a statement yesterday, the Ministry of Administrative Development, Labour and Social Affairs said the manual is complementary to the legislative system of managing civil human resources.
The system to organise civil human resources began with the issuance of the Human Resources Law promulgated by Law No 15 of 2016 followed by the Executive Regulations of the Human Resources Law issued by the Council of Ministers' decision No 32 of 2017. It said the process has now been completed with the issuance of this reference book.
The ministry said that the manual included the opening of financial grades for all Qatari employees in accordance with their level of scientific qualification. It also has provisions aimed at establishing the principle of equality and equalisation of opportunities among employees by establishing regulations and standards related to the promotion of employees and the conditions of eligibility for financial grades, and encouraging competent staff to occupy supervisory positions. The manual has added more specific groups of specialised jobs related to the health and education sectors.
