Doha: Qatar Chamber (QC), in cooperation with the School of Public Administration and Development Economics at Doha Institute for graduate Studies, hosted a seminar titled 'Prospects for Partnership between Public & Private Sector within COVID-19 Pandemic' recently.
The seminar was attended by the Assistant Director-General for government Relations and Committees Affairs at QC Ali Bu Sherbak Al Mansouri and Dean of School of Public Administration and Development Economics at Doha Institute for Graduate Studies Dr Hamid Ali.
Addressing the seminar, Al Mansouri thanked the Doha Institute for cooperation with the Chamber in holding the seminar which represented the first cooperation between both parties in the framework of the agreement signed between them last March, stressing that the event emphasised the Chamber's interest to inform the Qatari private sector on the importance of Public Private Partnership (PPP) in support for the national economy and the desired development in line with QNV 2030.
Al Mansouri stressed that the wise leadership attaches a great priority for PPP, noting that this is demonstrated in the issuance of the Law No.12 of 2020 regulating the partnership between public and private sector.
This law underscored the confidence in the private sector to perform its role in the development march as a genuine partner to the public sector in the economic growth, he said, adding that it also reflected the wise leadership's keenness to provide all means to support the private sector as a major driver of economic growth.
He also expressed the Chamber's trust in the ability of the private sector to perform its desired role in the development, emphasising that it proved its great response in the face of challenges such as the COVID-19 pandemic.
On his part, Ali welcomed the cooperation with the Chamber, stressing that the PPP has become a pressing need for economic diversification. He noted that the seminar features a number of prominent speakers and experts to exchange experience and knowledge about the challenges facing PPP and how to overcome them.
Four papers were presented during the seminar. The first paper titled 'Public-Private Partnerships in the GCC: Reality and Challenges and the Potential Benefits of PPP Units' by Dr. Tamer Qarmout, Assistant Professor and Head of Public Administration programme at the Doha Institute for Graduate Studies, highlighted the partnership in Qatar and GCC states and factors that help in creating an environment that supports PPP.
Qarmout also spoke about the challenges facing PPP in the GCC region and the importance of PPP units in the Qatari and Gulf experiments.
Assistant Professor in Public Administration programme at the Doha Institute for Graduate Studies Dr Ali Misterihi presented a paper titled 'Factors influencing the success and failure of PPP projects: An international perspective' in which he discussed on how to benefit from the international experiences in this regard, the phases and forms of PPP, as well as highlighted successful and unsuccessful international experiences of partnerships.
The third paper titled 'Building the Capacity of the Private and Third Sectors towards Realising the 2030 Vision in Qatar' was delivered by Dr. Moosa Elayah, Assistant Professor in International Development, Peacebuilding and Conflict Studies at the Doha Institute for Graduate Studies, wherein he reviewed the requirements of partnerships and their development importance in accordance with Vision 2030, in addition to some features of partnerships in Qatar.
The last paper titled 'PPP in Qatar' which was presented by Dr Ahmed Al Mawri, Associate Professor at the College of Public Administration and Development Economics and Director of the Center of Excellence for Training and Consulting focused on the policies adopted by Qatar to support PPP, models of the partnerships currently implemented between the two sectors, in addition to the most important opportunities and challenges facing the PPP in Qatar.
