After the federal Ministry of Home Affairs and the Department of Personnel and Training at North Block in New Delhi were last month told to get rid of clutter and weed out old and unwanted files the Narendra Modi government has decided to crack the whip on the Income Tax department which has a huge public interaction at its countless offices.
The Central Board of Direct Taxes (CBDT) has dashed off orders to the Income Tax department to see that all the officers and staff working in offices strictly observe the prescribed office timings. “It should be ensured that they do not overstay the lunch break and leave offices early before closing of office hours the latest directive also said.
As part of Prime Minister Modi’s ‘Clean India Campaign’ the CBDT also asked its controlling and administrative officers to conduct surprise checks of the staff attendance and the duty register. A senior official in the income-tax office told Khaleej Times that all heads of departments (HoDs) had been instructed to conduct regular unannounced and surprise punctuality checks along with checking of attendance registers of the offices to see that the officials are observing office hours meticulously.
He said that habitual latecomers would be warned to mend their ways failing which disciplinary action would be taken against them.
The latest CBDT instructions also said that in order to give a neat and tidy look to the sections the officers should take special interest in weeding out obsolete papers and files of all closed cases.
Again the HoDs have been told to see that there is no dust and that old ACs almirahs and old furniture do not lie in the corridors or common areas near staircases and asked them to clean betel-leaf stained corners.
After taking charge Modi had met all the secretaries and had asked them to begin workplace reforms with cleaning-up of offices and improving the conditions which he said would automatically result in efficient services to the citizens.
Accordingly in order to upgrade the work culture in government offices the Cabinet Secretary had recently asked all secretaries to improve the overall ambience of offices and ensure punctuality of officials especially in departments with major public interaction.
