Dubai, 28 June 2021:  Dubai Municipality has organized the third cycle of the Happiness Flag initiative, which aims to enhance the principles of competitiveness and innovation, by nominating a group of the Municipality's most prominent initiatives in the field of implementing the standards of the Hamdan bin Mohammed Program for Government Services and Customer Happiness. The Bulky Waste Collection Service initiative received the Happiness Flag this year, after the unanimous approval of evaluators, who included Rashid Al Kharji, Senior Broadcaster at Dubai Media Incorporated, Adviser Ali Al Amimi, Head of Transport Operations Sector at Dubai Airports, and Ali Al Azzawi, Smart City Experience Consultant.

Dawoud Al Hajri, Director General of Dubai Municipality, said:“In Dubai Municipality, we are keen to embody the vision of the wise leadership towards providing a competitive environment in all our organizational units, in which everyone competes to launch innovative and distinctive initiatives aimed at making customers happy, achieving the Municipality's vision of building a happy and sustainable city, and following the finest strategies aimed at promoting the values of leadership, excellence and innovation.”

He added:“The Happiness Flag initiative contributed to motivating the departments in the Municipality to enrich the fields of work with initiatives and services that are characterized by efficiency and effectiveness, and to follow the government approach in the field of providing digital and advanced services, enhancing customer experience and happiness. It also positively reflected on the unique position occupied by the emirate in various sectors.”
Manal Bin Yaarouf, Director of Customers and Partners Relations Department at Dubai Municipality, said:“Through the Happiness Flag initiative, we seek to ensure that all our customers enjoy the best services that meet their various needs, as part of our commitment to launch sustainable initiatives that achieve their happiness and satisfaction. The evaluators assessed the participating initiatives according to the highest international standards in the field of developing government services.”

The initiatives that competed to win the Dubai Municipality Happiness Flag for the current year included the Bulky Waste Collection Service of the Waste Management Department, the Smart Calibration Using Robot, the Bunyan Card, and the Mobile Veterinary Laboratory.

The Bulky Waste Collection Service initiative enables customers to obtain a service to dispose of bulky waste such as household furniture, electronic and electrical waste in various areas of the emirate, except for real estate development areas and free zones. The initiative aims to promote the preservation of environmental safety and public health and avoid the accumulation of large waste near waste containers, as well as reduce waste treatment costs and enhance community awareness on how to properly dispose of this waste. The initiative helped the city of Dubai occupying the first place in the region and the fourth globally in the cleanliness of cities. It is also one of the most important community services provided by Dubai Municipality to the public around the clock with ease, as it is available to all individuals residing in the Emirate of Dubai.

In line with the wise government directives that seek to enhance the distinguished position occupied by the Emirate of Dubai in the field of service, environment and community happiness, Dubai Municipality allows individuals to apply for the Bulky Waste Collection Service through its Unified App, which includes home furniture and used electrical and electronic appliances. This service contributes to preserving the civilized and aesthetic appearance of the city, and it can be obtained free of charge without any fees, and the processing time for applications is three working days.

From the beginning of the year until the end of May, the Waste Management Department received 6,683 requests for bulky waste collection, while the number of requests for the same period last year was 3,417, which is an increase of about 71%. It shows the extent to which the public is aware of the service provided by Dubai Municipality and the awareness on the correct way to dispose of bulky waste, as well as the effectiveness of the awareness efforts of the Municipality through social media channels, lectures and field programs. It is expected that there will be another increase in the total number of requests executed during this year due to the increase in resources to cover the requests as an additional vehicle and staff were provided.

The service is provided during the morning period from Saturday to Thursday through four qualified field work teams distributed between the areas of Deira and Bur Dubai, while continuing to follow the precautionary measures, and coordinating with the real estate development areas and free zones to launch a regular bulky waste removal program in their areas in an organized manner. The service has been provided in some real estate development areas, and additional areas are being covered this year. To facilitate senior citizens and People of Determination, they can easily apply for the service by calling 800900, the Call Center in Dubai Municipality.

Through the initiative, Smart Calibration Using Robots, a high-accuracy mass calibration service is provided to customers inside and outside the country. The importance of calibrating high-accuracy masses using a robot lies in the efficient calibration of weight, while providing the highest rate of continuous operation 24 hours, with the possibility of seamless tracking of the customer’s mass standard and avoiding confusion between weights.

This initiative serves a wide range of calibration laboratories in the aviation, medical, building and construction sectors, among others. The initiative contributed to achieving the Dubai strategy for 100% paperless transactions by issuing electronic certificates, and Dubai Central Laboratory (DCL)  was recognized as the first regional laboratory in the UAE to use automated robot technology.

Another distinguished community initiative, an electronic card called Bunyan Card was launched in 2019 under the slogan“We build happiness for a better life.” The card, which is provided to all UAE citizens over the age of 18, enables them to benefit from various offers and discounts on building materials and home furnishings, and enhances the advancement in the quality of life of the citizen and facilitates the completion of housing construction and the purchase of their needs of building materials and home equipment at discounted prices with the involvement of the private sector. It is the first card dedicated to discounts and offers for building materials and home furnishings for all categories of citizens. So far, 26,928 Bunyan cards have been issued.

The Mobile Veterinary Laboratory initiative is a vehicle equipped with all advanced veterinary diagnostic devices and rapid tests that can be carried out outside DCL with less time, effort and high quality. It is the first mobile veterinary laboratory in the Emirate of Dubai, and contributes to enhancing rapid response in emergency cases of animal and common diseases, and reducing the time of veterinary testing from 24 hours to less than an hour, in addition to its easy presence in various locations. The mobile veterinary laboratory supports faster detection of animal diseases.
