A new resolution by the Dubai Government will now grant law-enforcement powers to certain public-sector officials.
The resolution is part of Dubai's plan to improve monitoring systems and encourage the community to help report negative practices. The goal is to increase transparency, ensure people follow the law, and support Dubai's vision of a modern and sustainable city.

Monitoring through a new appUnder the resolution, Dubai Municipality will activate the role of officials who have been given law-enforcement authority. They will use a smart platform called Eltizam.
The app lets certain government officials and the public report and document actions that might harm Dubai's appearance or public spaces. It's designed to keep reporting clear and well-organised.
Shared responsibilityMarwan Ahmed bin Ghalita, Director General of Dubai Municipality, said the decision is an important step in strengthening Dubai's smart monitoring system.
He explained that the system relies on shared responsibility between government and residents, letting the community help report violations through the Eltizam app. The initiative also aims to raise awareness of the rules and encourage everyone to follow them.
He added that these efforts will improve Dubai's urban landscape, boost quality of life, and support the goal of making Dubai one of the most beautiful and advanced cities worldwide.
Dr Ahmad Saeed bin Meshar Al Muhairi, Secretary General of the Supreme Legislation Committee in the Emirate of Dubai, said the resolution strengthens Dubai's legal framework and establishes a new model in which government bodies and the community work together to ensure compliance with the law.
He added that linking law-enforcement authority to the Eltizam app offers a modern way for the community to help monitor violations, backed by clear legal rules and advanced technology.
What these officials can do
The resolution clearly outlines the responsibilities of officials with law-enforcement powers. Their main job is to enforce laws about public cleanliness and environmental standards.
Their duties include:
Ensuring people follow public cleanliness laws Identifying violations that need further investigationCollecting information and evidence about violations Receiving complaints or reports about illegal practices
Protecting evidence and documenting incidents in official reports
Officials are expected to perform their duties with integrity, professionalism, neutrality, and fairness.
Additional powersThe resolution also gives authorised officials the power to:
- Request assistance from police if needed.
Use experts or interpreters when required. Record statements from complainants and witnesses
Conduct inspections and request clarifications. Enter authorised locations to gather information about violations.
The Eltizam app also lets members of the public report issues that might harm Dubai's environment or appearance.
By involving residents in monitoring and reporting problems, the initiative encourages responsible behaviour, helps improve compliance with laws, and supports Dubai's reputation as a clean, well-managed, and attractive global city.
