Former Assistant Secretary Of The Treasury For Investment Security Paul Rosen To Join Latham & Watkins

(MENAFN- PR Newswire) After his bipartisan confirmation by the US Senate in May 2022 as Assistant Secretary of the Treasury for investment Security, Rosen led CFIUS, overseeing day-to-day operations and hundreds of transaction filings that shaped US investment security and national security policy. He was instrumental in spearheading CFIUS's compliance and enforcement function, as well as in drafting and implementing the new outbound investment review and enforcement program.

At Latham, Rosen will help clients strategically navigate complex and consequential government regulatory, investigations and enforcement matters, including CFIUS and outbound investment reviews.

"We are thrilled to welcome Paul to Latham," said Justin Hamill, Global Co-Chair of the firm's Mergers & Acquisitions and Private Equity Practice. "His extensive knowledge and leadership experience will greatly enhance our market-leading CFIUS & US National Security practice. He will serve as an invaluable boardroom and C-suite advisor to our corporate, private equity, and private capital clients, guiding them through complex cross-border transactions with clarity and confidence in an evolving regulatory environment."

Les Carnegie, co-lead of the firm's CFIUS & US National Security practice, added: "Paul's insights and experience as the immediate past leader of CFIUS are of critical interest to our clients, who will be placing increased attention on foreign investment and national security considerations in their current and future transactions. Paul's arrival will bolster our top-tier national security practice, which also has deep experience securing clearances from the Committee for the Assessment of Foreign Participation in the United States Telecommunications Services Sector (Team Telecom), the Defense Counterintelligence and Security Agency (DCSA), and the Department of Energy."

Rosen's distinguished federal government career also includes serving as Chief of Staff at the Department of Homeland Security and in various roles at the Department of Justice, including as counsel to the Assistant Attorney General for the Criminal Division and as a federal prosecutor in the Criminal Fraud Section, where he investigated and prosecuted financial crimes. Rosen also served as Counsel on the Senate Judiciary Committee.

"Paul adds further leadership and depth to our extraordinary roster of former senior government officials, enhancing our ability to guide clients through their most critical challenges," said Mandy Reeves, Office Managing Partner of Latham in Washington, D.C. "His vast experience in national security, enforcement, and crisis management, combined with his insights from Treasury, DHS, and DOJ, will be an invaluable resource for our clients and the firm."

"I have long admired the depth, breadth and talent of Latham's practices and lawyers, particularly its investment screening, white collar defense and investigations, and transactional practices, which each play a critical role helping clients solve their most challenging and high-stakes legal issues at the intersection of cross-border transactions and national security reviews and investigations," said Rosen. "I'm eager to contribute to the firm's exceptional capabilities in these key areas and to leverage Latham's global platform to support the firm's clients. Latham stands apart for its preeminent cross-border transactional practice and its deep expertise on regulatory and litigation matters to help clients strategically navigate any issue they face."

Rosen will join the firm in March. He received his JD, Order of the Coif, from the University of Southern California and his BA, summa cum laude, from the University of Colorado Boulder. He clerked for the Honorable Gary Allen Feess (ret.), U.S. District Judge for the Central District of California.
