Dr Lev (Leo) Bromberg is a Lecturer at La Trobe University whose research focuses on the governance of emerging technologies (such as AI) and animal protection regulation. Prior to joining La Trobe, Leo was engaged as a Lecturer and Research Fellow at Melbourne Law School, where he undertook his PhD studies. Leo's scholarly publications, policy contributions and commissioned research have featured at leading conferences, informed the design and delivery of university subjects, and contributed to policy reform. Prior to commencing in academia, Leo worked as a senior analyst with the Australian Competition and Consumer Commission (ACCC).
Leo's doctoral thesis, completed in April 2025, developed an original normative framework for evaluating regulatory initiatives - the multi-species account of law and policy - that is highly significant for legal and regulation and governance scholarship. This framework was then marshalled to undertake the first major empirical evaluation of the Australian animal welfare standard-setting process.
