Men Aged 2560 Without Prior Records To Be Automatically Registered Ministry Of Defense

At the initiative of the Ministry of Defense, the government has simplified the procedure for registering and deregistering citizens for military service.

Young men who turn 17 will now be able to register for military service remotely through the mobile application Reserv+, without visiting a territorial recruitment center and without undergoing a military medical commission.

Citizens aged 25–60 who are not yet on the military register without lawful grounds will be enrolled automatically. The deregistration process for citizens who reach the maximum age for being in the reserve will also be automated.

The relevant amendments were introduced to the Procedure for the Organization and Maintenance of Military Registration of Conscripts, Military Liable Persons, and Reservists (Resolution of December 30, 2022, No. 1487).

“We are saving people's time and effort, allowing them to go through procedures quickly and without bureaucracy,” the Ministry of Defense emphasized.

The Ministry provided detailed clarifications on the key innovations.

Every year from January 1 to July 31, male citizens of Ukraine who turn 17 in the current year are registered for military service for the first time. This can be done either remotely-through the Reserv+ mobile application (the electronic account of a conscript, military liable person, or reservist)-or in person, by visiting the district or city territorial recruitment and social support center (TRC and SSC) with the necessary documents.

The Ministry of Defense noted that such registration is carried out without the requirement to undergo or be referred to a military medical commission.

All male citizens of Ukraine aged 25–60 who have not previously been on the military register without lawful grounds will be enrolled automatically. This will reduce the number of manual operations and the need to visit territorial recruitment and social support centers.

The deregistration process for citizens who have reached the maximum age of being in the reserve will also be automated. In addition, heads of state bodies, local self-government authorities, enterprises, and institutions are required to make the relevant entries in personal military registration lists within seven days of an employee reaching the maximum age.

As noted by Artem Romaniukov, Head of the Directorate of Digital Transformation in the Defense Sector,“the automation of military registration is another step toward creating a modern electronic recruitment center. With the help of digital tools, we eliminate unnecessary bureaucracy, reduce the workload on TRCs and SSCs, and make the system more efficient while keeping the processes simple, convenient, and transparent for citizens.”

As reported by Ukrinform, the Ministry of Defense also explained the most common mistakes made by servicemen when submitting a request to change their place of service via the Army+ application
