Crimea Platform Summit Adopts New York Declaration

"The New York Declaration was adopted on September 24th, 2025, at the Fifth Summit of the International Crimea Platform at the United Nations Headquarters in New York, USA," the document states.

According to the declaration, representatives of UN members states and international organizations gathered on September 24, 2025 in New York on the margins of the High-Level Week of the 80th session of the United Nations General Assembly - which also marks the 80th anniversary of the founding of the United Nations - to reaffirm their steadfast commitment to the purposes and principles enshrined in the Charter of the United Nations.

The participants reaffirmed that no territorial acquisition resulting from the threat or use of force shall be recognized as legal and condemned Russia's aggression against Ukraine, which began with the attempted annexation of the Autonomous Republic of Crimea and the city of Sevastopol, in violation of Article 2(4) of the UN Charter.

"We also condemn the ongoing temporary occupation by the Russian Federation of part of the territory of Ukraine, including the Autonomous Republic of Crimea and the city of Sevastopol, and certain areas of the Kherson, Zaporizhzhia, Donetsk and Luhansk oblasts, and reaffirm the non-recognition of their attempted annexation. We reaffirm our commitment to the sovereignty, independence, unity and territorial integrity of Ukraine within its internationally recognized borders, extending to its territorial waters," the declaration reads.

The document emphasizes that ending Russia's aggression and ensuring a just and lasting peace in Ukraine is imperative not only for restoring Ukraine's territorial integrity, but also for safeguarding international law, strengthening global peace and security, and upholding the authority, credibility and founding principles of the United Nations.

Ukrainian Foreign Minister Andrii Sybiha wrote on Facebook that the 5th International Crimea Platform Summit was about standing firm in defense of a key UN Charter principle - territorial integrity.

"More than 60 states and international organizations, 20 leaders, broader geographical representation, and participation from every continent. This summit set a number of records, and that matters: more and more states share the firm conviction that Crimea is Ukraine, and the return of the peninsula will also mark the restoration of respect for the UN Charter. Our New York Declaration confirmed the summit participants' commitment to this principle. Most importantly, such events bring hope to our people in Crimea - Ukrainians, Crimean Tatars, all those who keep faith in justice despite persecution and repression. We have not forgotten, and the world has not forgotten. Justice will be restored, and Crimea will be returned to Ukraine," Sybiha said.

The Fifth Crimea Platform Summit took place in New York with the participation of more than 60 countries.

Launched by President Volodymyr Zelensky in 2021, the Crimea Platform is an international mechanism for consolidating governments, organizations, and civil society. Its activities are aimed at coordinating the global response to Russian aggression, increasing pressure on the Kremlin, and advancing the process of Crimea's de-occupation.
