US Will Not Deploy Troops To Ukraine As Part Of Security Guarantees Vance

"The President [Donald Trump] is very clear. There are not going to be [U.S.] boots on the ground in Ukraine, but we are going to continue to play an active role in trying to ensure that the Ukrainians have the security and the confidence they need to stop the war on their end, and the Russians feel like they can bring the war to a conclusion on their end," Vance said.

He noted that the United States is "not talking about security guarantees until after the war has come to a close."

Commenting on Russian Foreign Minister Sergei Lavrov's statement that Moscow must be involved in providing security guarantees to Ukraine, Vance said that Russia will participate in negotiations on ending the war.

"Of course, the Russians are going to be a part of the conversation about bringing the war to a close. Of course they are going to have some stake in this [issue of security guarantees for Ukraine]. There are going to talk about this," Vance added, stressing that this does not mean Russia will have troops on Ukrainian territory.

On August 20, Lavrov stated that Moscow "supports" providing security guarantees to Ukraine, and that guarantee-providing states could include permanent UN Security Council members, including Russia and China.
