Putin claims that power in Ukraine has been appropriated


(MENAFN) Russian President Vladimir Putin made controversial remarks during a plenary session at the St. Petersburg International Economic Forum (SPIEF), asserting that power in Ukraine has been unlawfully seized, casting doubt on the Legitimacy of President Volodymyr Zelensky's continued leadership.

Despite Zelensky's official term in office expiring on May 20, he remains in power, having refrained from holding a presidential election due to martial law imposed amidst the conflict with Russia. Zelensky contends that his mandate persists, arguing against holding elections during wartime, a stance supported by Ukraine's constitution.

Putin highlighted provisions in the Ukrainian constitution that prohibit elections during states of emergency and affirm the continuity of elected officials until new representatives are chosen. However, he noted the absence of provisions allowing for the extension of a president's term, suggesting a violation of constitutional norms.

The Russian leader implied that Ukraine's actions may constitute the usurpation of power, citing relevant articles in the criminal code. He also suggested the possibility of negotiations with Kiev, proposing that under Ukraine's constitution, presidential authority could be transferred to the speaker of the Verkhovna Rada, the Ukrainian parliament.

In response to Putin's remarks, Ukrainian parliamentary speaker Ruslan Stefanchuk reiterated Zelensky's legitimacy as head of state, condemning any challenges to his presidency. Stefanchuk emphasized Zelensky's constitutional duty to remain in office until a new president is duly elected and sworn in.
