Srinagar- The Kashmir Pandit Sangarash Samiti (KPSS), an organisation of KPs has moved the Jammu and Kashmir and Ladakh High Court seeking directions to the government to shift all the religious minorities to safer locations outside the Valley.

The KPSS in a representation to the Chief Justice informed that the government is not allowing them to leave the valley.

“The government blocked the roads, used electric currents to barricade the walls of the transit camps, the main doors of the transit camps are closed from outside with locks and similar,” reads the petition, a copy of which lies with Kashmir Observer.

The KP body sought intervention from the court regarding the killing of minorities.

The KPSS is a group of 808 families living in 272 villages of Kashmir. The group didn't leave the Kashmir Valley even after the height of the militancy in the 1990s. It is headed by Sanjay Tickoo.

In the petition, the body alleged that the Union Territory administration and the Central government have failed to secure the life of Religious minorities staying in Kashmir Valley.

It noted that nearly twelve attacks have been carried out on the local religious minorities living in the Valley apart from those who came to Kashmir to earn their bread and butter.

It said that apart from target killing number of threat posters and letters were issued by the militant organization operating in Kashmir Valley in which it has been clearly warned that they will kill religious minorities, specifically Kashmiri Pandits / Hindus who are living in the Valley.

It further informed the Chief Justice that the target killings have caused more fear and panic among them and alleged that the Government failed to protect their lives.

“That is a clear violation of the Right to life which is guaranteed under Article 21 of the Constitution of India as on the one hand, UT / Central Administration fail to protect the lives of the religious minorities and on the other hand does not let them leave Kashmir Valley so that they can protect their respective lives,” the petition reads.

It further submitted that“As such, it is most humbly requested that to accept this representation in the Public Interest as the lives of the Religious Minorities is at stake due to the unethical and callous approach from the UT / Central Administration with a further request to intervene and take the cognizance on the issue in order to protect the lives,”

The body appealed the court to summon all the concerned officers/officials to explain which sort of policy and mechanism they have derived.

The petitioner further appealed the Chief Justice to investigate all the targeted killings which happened since 08 June 2020 and all the officers and officials whose involvement/lapse in the preliminary allegations be suspended without any further delay and an SIT be constituted to submit its report within stipulated time monitored by the High Court.
