Government Orders State Companies To Ensure Electricity Imports
“State companies, primarily Ukrzaliznytsia and Naftogaz, must urgently ensure the purchase of imported electricity during the 2025/26 heating season in volumes of no less than 50% of overall consumption,” Shmyhal wrote.
In addition, the National Commission for State Regulation of Energy and Utilities (NERC) has been instructed to expedite and simplify procedures for connecting backup energy equipment to the grid. Shmyhal noted that project review, approval, issuance of technical conditions, inspections, and metering certification should all be completed within two days.

As reported, targeted Russian strikes in Kyiv and on the left bank of Kyiv region have caused grid restrictions and emergency power outages.
