Kuwaiti Acting Justice Min. Highlights Importance Of Drug Draft Law

KUWAIT, Oct 28 (KUNA) -- A draft law on combating drugs and psychotropic substances that aims to regulate their use and clamp down on trafficking is significant to up the fight against narcotics, Kuwait's acting justice minister Dr. Mohammad Al-Wasmi said on Tuesday.
Discussing the intricacies of the draft law, Al-Wasmi, who doubles as acting minister for Islamic Affairs, told KUNA that all acts that run counter to the rule of law are "punishable by death or life imprisonment," in addition to a fine of no more than KD two million.
Listing actions prohibited by the new draft law, the acting justice minister cited the smuggling of narcotics or psychotropic substances with "the intent to traffic," in addition to "promoting or bartering" these substances or offering any of them in exchange for cash as cases in point.
On other acts punishable by death, he said that it includes "managing a local or foreign criminal organization," with the purpose of pursuing outlawed activities, while all individuals who join such gangs or networks face life imprisonment or a fine not exceeding KD 50,000, added the acting Kuwaiti justice minister.
The Kuwaiti acting justice minister went on to extol the merits of the new draft law, saying it would "achieve numerous benefits" that contribute to protecting society from the harms of narcotics and psychotropic substances, in addition to "unifying" the concepts and notions related to proper drug use, he underlined.
Earlier on Tuesday, Kuwait's cabinet gave the thumbs up to a draft law aiming to combat drugs and psychotropic substances through the prevention of trafficking, referring it to His Highness the Amir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah, pending his approval. (Pick up previous)
