UAE: How To Apply Work Permit For Overseas Workers Fees, Process Explained

UAE employers must obtain a proper work permit to hire workers from abroad, the Ministry of Human Resources and Emiratisation (Mohre) said as a reminder to companies in the country.

The ministry has simplified the process of obtaining permits for hiring overseas employees. Companies can apply for a new work permit by logging into the Mohre website using a username and password or a digital identity, filling in the required information, and submitting the application electronically.

Once approved, an entry permit is issued by the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP) to allow the worker to enter the UAE. After arrival, the worker must undergo medical tests and apply for an Emirates ID before the process returns to mohre, where the employment contract is issued.

The ministry stressed that working on a visit visa is illegal and can result in fines ranging from Dh100,000 to Dh1 million. It also reaffirmed its commitment to improving smart services to enhance the flexibility and competitiveness of the UAE labour market.

The UAE offers a 13 types of work permit for private sector companies to recruit workers, each curated to accommodate different employment schemes. This guide outlines the key steps, required documents, and essential regulations for employers in the UAE who intend to recruit talent from abroad .

Application process

Log In: Employers must log in using their UAE Pass through the online channels.

Submit application: Complete the application through one of the service delivery platforms available.

Verification: The application is sent to the Ministry for compliance verification. If any documents are missing, the establishment will be notified to provide the necessary information.

Issuance of permit: Once all requirements are met, the work permit will be issued. It's crucial to attach a signed job offer from the employer to the application.

Payment: Upon approval, federal fees and a bank guarantee or insurance must be paid.

Required documents

To ensure a smooth application process, the following documents are necessary:

  • Clear coloured photo: Must have a white background.

  • Passport copy: Valid for at least six months.

  • Official job offer: Signed by both the employer and the employee.

  • Academic certificates: Depending on the skill level:

-Skill levels 1 & 2: Bachelor's Degree or higher.

- Skill levels 3 & 4: Diploma graduate or higher.

- Skill level 5: High School Certificate.

- Skill levels 6-9: No certificate required.

  • Professional licence: Required for regulated professions (e.g., doctors, teachers).

  • National ID for specific nationalities: Workers from Pakistan, Afghanistan, Iraq, and Iran must provide a clear copy of both sides of their national ID cards.

Important terms and conditions
  • Employers must maintain a valid electronic quota.

  • Employees should be 18 years of age or older.

  • The establishment must have an active license without violations.

  • Applications must be submitted by an authorized signatory.

  • Candidates cannot have an active work permit during the application process.

    Processing f ees

    The cost for obtaining a work permit varies based on the category of employment:

    Work permit application fee: Dh50

    Two-year work permit issuance:

    -Category (1): Dh250

    - Category (2): Dh1,200

    - Category (3): Dh3,450

    Additional charges may apply for service centres, capped at Dh72 per service.
