MP: Additional Funding To Provide New Housing For 10,000 IDP Families This Year


(MENAFN- UkrinForm) Thanks to the law adopted at the end of last year, which provides for an additional UAH 15 billion to compensate IDPs for housing damaged or destroyed as a result of hostile aggression, 10,000 IDP families will be able to get a new home.

This was announced by MP, member of the temporary special commission of the Verkhovna Rada on the protection of IDPs Maksym Tkachenko in a comment to Ukrinform.

He reminded that the government has already allocated UAH 15 billion to compensate internally displaced persons for their homes damaged or destroyed as a result of the Russian armed aggression.

“According to Prime Minister Denys Shmyhal, the first UAH 4.3 billion for further payment of housing certificates under the eRestoration program has already been transferred to the account of the Ministry of Development, which, together with the Ministry of Social Policy, has created a separate funding program aimed exclusively at helping IDPs.

The funds were allocated to implement the law adopted by the Verkhovna Rada at the end of last year,” said Maksym Tkachenko, co-author of the bill.

The parliamentarian emphasized that the state managed to allocate 15 billion budget balances for 2024 for the needs of those who need support the most in the country - IDPs.

The MP informed that thanks to the law, more than 10,000 IDP families will be able to get a new home.

“Only 1.5% of IDPs have received places in temporary housing. Only 2% of IDPs have been able to receive compensation for destroyed or damaged housing over the year and a half of the“eRestoration” program. As a result, only 4% of IDPs have received any support from the state in resolving their housing issues,” emphasized Tkachenko.

According to him, IDPs receive housing certificates under the following conditions:

  • The destroyed housing was the only one and is located in the government-controlled territory;
  • ownership of the destroyed housing is registered in the State Register of Property Rights;
  • availability of an IDP registration certificate.

The politician reminded that in order to participate in the eRestoration program, IDPs need to apply through the Portal or the Diia application or at the IDPs.

In turn, an IDP certificate can be obtained at the executive bodies of village, town and city councils, ASCs, and in the Diia mobile application or portal.

“If an internally displaced person already has a housing certificate and has applied for a reservation, he or she will receive a notification of successful reservation of the certificate and will have 30 days to implement it and purchase a new home,” the MP explained.

As Ukrinform reported earlier, the Cabinet of Ministers has allocated UAH 15 billion to compensate internally displaced persons for homes damaged or destroyed as a result of Russia's armed aggression, which will be provided under the eRestoration program.
