Le Ministre des Finances Nicolas KAZADI et le Directeur Général du bureau régional de la BAD pour l’Afrique Centrale, M. Serge Marie N’Guessan, ont échangé sur la redynamisation de la Cooperation

(MENAFN- Mkakati) Le jeudi 2 septembre 2021, le Ministre des Finances, Nicolas Kazadi, a présidé une réunion avec M. Serege Marie N'Guessan, Directeur Général de la BAD en Afrique centrale. La République Démocratique du Congo (RDC) et la Banque Africaine de Développement (BAD) se sont engagées à relancer leur coopération dans plusieurs secteurs afin d'améliorer les conditions de vie de la population. Au cours de cette rencontre, plusieurs sujets ont été examinés pour relancer et renforcer le partenariat entre les deux parties, particulièrement en cette période post-Covid 19.
M. Nicolas Kazadi a fait le point sur le portefeuille de la RDC, dont l'évolution mérite des améliorations substantielles sur le plan des chiffres. Malgré quelques faiblesses dans la mise en œuvre des projets, l'image globale du portefeuille reste assez satisfaisante. A cet égard, le Ministre des Finances a mentionné l'importance du Plan National de Développement Stratégique (PNSD), qui devrait permettre à la RDC d'optimiser la mobilisation et la gestion des ressources pour stimuler la croissance économique.
Le Ministre des Finances a ensuite exprimé à la délégation de la BAD la volonté du gouvernement de la RDC de travailler sur la base d'axes stratégiques et d'une approche claire dédiée aux priorités nationales. Pour relever les défis liés au suivi et à l'évaluation, le Ministère des Finances et la BAD devront mettre en place une équipe qui travaillera en étroite collaboration sur la sélectivité des financements. Il s'agira de revoir le portefeuille afin de proposer un plan d'amélioration axé sur les résultats.
Quant à Inga 3, et à la construction du port en eau profonde de Banana, le Directeur Général de la BAD pour l'Afrique centrale s'est adressé à la presse et a indiqué qu'il s'agissait de projets déterminants pour la RDC. Ainsi, l'exécution du projet Inga 3 nécessite une expertise technique avérée, mais le gouvernement congolais devrait d'abord investir dans l'étude de faisabilité, en tenant compte de l'impact environnemental. Quant au port en eau profonde de Banana, un accent particulier a été mis sur les aspects financiers et juridiques du projet afin d'accélérer sa ratification.
Cette rencontre entre le ministre des Finances et la BAD a permis d'examiner de grands projets stratégiques, en particulier les infrastructures routières. Il a été décidé de construire la route Katanga-Mbuji mayi en 2022. M. Serge Marie N'Guessan a exprimé l'engagement de la BAD à soutenir la RDC en remerciant le Ministre des Finances, Nicolas Kazadi, pour la qualité des discussions. Il a également salué la nouvelle approche qui se concentre sur le centre du pays, car la route entre Kananga et Mbuji Mayi contribuera de manière significative à la circulation des biens et des personnes.
Le secteur privé a également été évoqué. Le gouvernement congolais devrait approuver les projets après avoir trouvé les opportunités. Mais selon M. Serge Marie N'Guessan, la durée des dossiers d'instruction venant du secteur privé prend un peu plus de temps. C'est pourquoi il est important de mettre en place un écosystème qui soutient efficacement le secteur privé sous la direction de la BAD. Pour accélérer l'ensemble des projets examinés, les équipes de la RDC et de la BAD vont travailler ensemble pour atteindre les objectifs.

On Thursay, 2nd September 2021, the Minister of Finance, Nicolas kazadi, chaired a meeting with Mr. Serege Marie N’Guessan, Director General for the AfDB in Central Africa. The Democratic Republic of Congo (DRC) and the African Development Bank (AfDB) are committed to reviving their cooperation in several sectors in order to improve the living conditions of the population. During this meeting, a number of issues were examined to revive and strengthen the partnership between the two parties, particularly in this post-Covid 19 period.
Mr. Nicolas Kazadi gave an update on the DRC portfolio, whose evolution deserves substantial improvements as far as the figures are concerned. Despite some weaknesses in project implementation, the overall picture of the portfolio remains somewhat satisfactory. In this regard, the Finance Minister mentioned the importance of the National Strategic Development Plan (PNSD), which should enable the DRC to optimize the mobilization and management of resources to boost economic growth.
Following this, the Minister of Finance informed the AfDB delegation of the DRC government's determination to work based on strategic planning and a clear approach dedicated to national priorities. To meet the challenges related to monitoring and evaluation, the Ministry of Finance and the AfDB will have to set up a team that will work closely together on the rollout of funding. This will involve reviewing the portfolio in order to come up with an improvement plan focused on results.
As for Inga 3, and the construction of the deep water port of Banana, the Director General of the Regional Development Office of the AfDB for Central Africa, spoke to the press and indicated that these were defining projects for the DRC. For instance, the execution of the Inga 3 project requires proven technical expertise, but the Congolese government should first invest in the feasibility study, taking into account the environmental impact. As for the deep water port of Banana, particular emphasis was placed on the financial and legal aspects of the project in order to accelerate its ratification.
This meeting between the Minister of Finance and the AfDB examined major strategic projects, in particular road infrastructure. It was decided to build the Katanga-Mbuji mayi road in 2022. Mr. Serge Marie N'Guessan, expressed the AfDB's commitment to support the DRC by thanking the Congolese finance minister, Nicolas Kazadi, for the quality of the discussions. He also acknowledged the new approach which focuses on the center of the country, as the road between Kananga and Mbuji Mayi will contribute significantly to the circulation of goods and people.
The private sector was also discussed. The Congolese government should endorse projects after the opportunities have been found. But according to Mr. Serge Marie N’Guessan, the duration of the instruction records coming from the private sector takes a little more time. This is why it is important to put in place an ecosystem that efficiently supports the private sector under the leadership of the AfDB. To accelerate all the projects examined, the DRC and AfDB teams will work together to achieve the objectives.
