Turkish ARCA Defense to Establish Ammo Factory in Estonia


(MENAFN) Turkish defense manufacturer ARCA Defense and Estonia's Defense Ministry signed a landmark agreement Wednesday to construct an ammunition production facility on Estonian soil, with the deal sealed at the SAHA 2026 International Defense and Aerospace Exhibition in Istanbul.

The signing took place at the Istanbul Expo Center, where Anadolu is serving as the exhibition's global communications partner. The event is organized by SAHA Istanbul.

The ceremony drew senior officials from both nations, including Turkish Defense Minister Yasar Guler, Estonian Defense Minister Hanno Pevkur, ARCA Defense Chairman Ismail Terlemez, ARCA Defense board member Ozgur Rodoplu, and SAHA Istanbul Chairman Haluk Bayraktar.

Guler used the occasion to reflect on the two countries' expanding defense ties, recalling a previous signing event he attended alongside Pevkur in Estonia five years ago — one that involved armored vehicles procured from Turkish manufacturer Otokar.

"Now, I would like to express my great pleasure in being here at the signing ceremony of such an agreement between our Estonian friends and ARCA, one of our country's leading companies," Guler said.

Pevkur framed the deal as a watershed moment in Turkish-Estonian defense relations.

"Always good to be here in Istanbul, in Türkiye. I believe it is a historical moment we face," he said.

"Today, we have the honor to sign the declaration that ARCA Defense will establish an ammunition factory in Estonia, which deepens our cooperation," he added.

The Estonian minister acknowledged that Tallinn already maintains robust defense partnerships with multiple Turkish firms, before underscoring the scale of ARCA's latest commitment.

"This is a very big investment in Estonia. I would like to thank ARCA Defense for that tremendous investment, creating roughly 1,000 jobs in Estonia and starting the production of long-range artillery ammunition for Estonia, for Europe and for NATO countries," he said.

"So this is an extremely important day for all of us," he added.

The facility is expected to supply long-range artillery ammunition not only to Estonia, but to broader European and NATO allies — a significant boost to the alliance's collective defense industrial base.
