The plan envisioned that the transfer of the remaining Donbas territories would occur in exchange for security guarantees for Kyiv and Europe from the United States, although the mechanism for these guarantees was not clearly defined.

American lawmakers stated that during a conversation with Secretary of State Marco Rubio, he initially described the US peace plan as a wish list of the Russians rather than an actual proposal from Washington. Rubio later denied this, emphasizing that the peace proposal had been developed by the United States.
