Shura Council Holds Weekly Session, Refers Draft General Budget To Finance Committee

Doha: The Shura Council held its regular weekly session on Monday for the first regular session of the second legislative term in Tamim bin Hamad Hall at the Council's headquarters, under the chairmanship of the Speaker of the Shura Council, HE Hassan bin Abdullah Al Ghanim.

At the beginning of the session, the Shura Council expressed appreciation and pride in the State of Qatar's hosting of the Second World Summit for Social Development, which begins in Doha on Tuesday. It embodies Qatar's firm interest, under the leadership of HH the Amir Sheikh Tamim bin Hamad Al Thani, in placing human beings and comprehensive development as the focus and goal of development.

In this context, the Council praised the Summit program and its important events, expressing its anticipation of the Parliamentary Forum and its outcomes, which it will hold on the sidelines in cooperation with the Inter-Parliamentary Union, as an effective platform for exchanging experiences and enhancing the parliamentary role in supporting social development paths.

Following this, Secretary-General of the Shura Council, HE Nayef bin Mohammed Al Mahmoud read out the agenda and the Council approved the minutes of its previous session.

During the session, Speaker of the Shura Council, HE Hassan bin Abdullah Al Ghanim informed the Council that the draft state general budget for the 2026 fiscal year and the draft law approving the state general budget had been referred to the Economic and the Financial Affairs Committee, in accordance with Article 135 of the Council's Internal Regulations, which stipulates that the Chairman shall refer the draft general budget to the Committee immediately upon receiving it for study, and shall inform the Council of this at the first subsequent session.

The Shura Council reviewed a draft law amending some provisions of Law No. 3 of 2016 regarding the regulation of birth and death registration, which was referred to it by the esteemed government, and decided to refer it to the Legal and Legislative Affairs Committee to study it and submit its report on it to the Council.

The Council reviewed the statement of the esteemed government regarding the proposal made by the Shura Council concerning the cultural legacy project for hosting the FIFA World Cup Qatar 2022, and decided to refer it to the Education, Culture, Sports and Media Affairs Committee to study it and submit its report on it to the Council.

Furthermore, the Council reviewed the report on the participation of the Deputy Speaker of the Shura Council, Dr. Hamda bint Hassan Al Sulaiti in the work of the 296th session of the Executive Committee of the Inter-Parliamentary Union, which was held in the Greek city of Olympia in July, in her capacity as Vice-Chair of the Committee for the Arab Group.

The Council also reviewed the report on the participation of members of the Arab Parliament in the work of the fifth session of the first session of the fourth legislative term of the Arab Parliament, which was held in Cairo in July.
