Ukraine Receives $177M For Healthcare And Fiscal Management


(MENAFN- UkrinForm) The Ministry of Finance of Ukraine reported that the funds have been credited to the general fund of the state budget, according to Ukrinform.

Of the total amount, $147 million was provided under the SURGE project (Supporting Reconstruction through Smart Fiscal Governance), and $30 million under the THRIVE project (Transforming Healthcare through Reform and Investments in Efficiency).

Both projects are implemented through the Program-for-Results financing model, which releases funds only after achieving defined performance indicators.

To secure the latest tranche under SURGE, Ukraine approved a unified portfolio of public investment projects for 2026–2028, incorporating gender and climate considerations, adopted guidelines for environmental impact assessments of public investments, and confirmed the implementation of the Anti-Corruption Program of the State Tax Service.

The $30 million under THRIVE was received as an advance to further support reforms in the Medical Guarantees Program. The funds will help strengthen the National Health Service of Ukraine's capacity to monitor healthcare facilities and improve the quality of medical services.

To date, the World Bank has signed agreements with Ukraine totaling over $1 billion in loans (including $10 million in grants) under SURGE, and $449 million in loans (plus $5 million in grants) under THRIVE. Ukraine expects to receive an additional $249 million under SURGE and $17.5 million under THRIVE by the end of the year.

The SURGE project, launched in 2024, focuses on enhancing public investment management, while THRIVE, also initiated in 2024, aims to increase the efficiency of the Medical Guarantees Program and strengthen the healthcare system.
