US Probes Solar Imports From India, Indonesia, And Laos Over Price And Subsidy Concerns
The probe will examine whether these products, imported in 2024, were sold at unfairly low prices or benefited fr0m government subsidies.
The move follows a petition filed on July 17 by the Alliance for American Solar Manufacturing and Trade. The petition alleges that governments in the three countries provide financial assistance to solar cell producers, which harms or poses a threat to US manufacturers.
It seeks the imposition of countervailing duties (CVD) and anti-dumping duties on crystalline silicon PV cells fr0m these markets.
In its filing, the industry group presented evidence it claims supports the allegations. The US Department of Commerce has determined that the petitioner represents the domestic industry as defined under US law, and that there is sufficient backing fr0m American manufacturers to initiate the investigations.
The petitions name 43 Indian companies, 54 Indonesian firms, and 8 fr0m Laos as producers or exporters of the solar cells in question.
During the CVD process, the Commerce Department will calculate subsidy rates for individual companies. If the number of companies is too large for individual review, it will select a smaller group as“mandatory respondents.”
The US remains a crucial market for Indian solar exporters, accounting for over 95 per cent of exports in FY24. Any trade restrictions or tariffs resulting fr0m the investigation could significantly impact India's solar industry and reshape its export strategy.
