'Harass With Permission?: Omar Pokes Fun At NC Circular


(MENAFN- Kashmir Observer) Srinagar- A circular issued by the National Conference's Kishtwar unit has gone viral online, drawing sharp reactions and some humor, including a tongue-in-cheek response from former Chief Minister Omar Abdullah.

The circular, signed by Tanvir Ahmed Kichloo, District President NC Kishtwar, states that“no one is authorized to harass any government employees of District Kishtwar without any proof”-unless they have the consent of the district president.

Dated July 9, 2025, the circular adds,“Hope all officials will adhere to the circular,” and appears to be an internal communication aimed at NC functionaries in the district.

Reacting to the document, Omar Abdullah, Vice President of the National Conference, tweeted:“Who says we are an indisciplined party? We ensure our party rank & file don't 'harass government employees' without permission from our senior office bearers. ”

The wording of the circular - particularly its implication that harassment could be permissible with approval - has triggered criticism, memes, and confusion on social media. Many users questioned the intent, while others pointed to the tone-deaf language of the communication.
