Russian Lawmakers Propose Payments for Housewives
(MENAFN) Russian legislators have introduced a draft legislation aimed at granting monthly financial support to homemakers, officially acknowledging domestic duties like caregiving and child-rearing as legitimate full-time employment.
The proposed bill, presented to the State Duma on Monday, recommends that homemakers receive compensation equivalent to the living wage determined by their respective regions.
The initiative’s sponsors, representatives from Russia’s right-wing Liberal Democratic Party (LDPR), argue that this measure would enhance the economic security of households with limited income.
For the year 2025, Russia has established the subsistence minimum at 17,733 rubles (USD197), marking a 14 percent increase compared to 2024. This figure was derived using median income statistics for the first time.
According to the proposal, financial aid would be directed toward able-bodied individuals who are not formally employed but manage household duties.
This includes those caring for children older than 1.5 years, children with disabilities, or relatives in need of constant supervision. To qualify, applicants must prove that their family income does not surpass twice the local subsistence threshold.
MP Yaroslav Nilov, the bill’s author, emphasized that domestic tasks such as "cleaning, cooking, and caregiving" hold significant social importance and deserve appropriate remuneration.
