J & K Govt Proposes Overhaul Of Revenue Service Rules


(MENAFN- Kashmir Observer) Srinagar- The Jammu and Kashmir government on Thursday unveiled a draft notification proposing a major restructuring of the Revenue (Subordinate) Service Recruitment Rules, 2009, in a move aimed at rationalising cadre strength and updating recruitment norms after the Union Territory's reorganisation.

Officials said the revision follows the bifurcation of the erstwhile state into the Union Territories of Jammu and Kashmir and Ladakh, necessitating a redistribution of sanctioned posts under the existing SRO-74 of 2009.

According to the draft Schedule-I placed in the public domain by the Revenue Department, the proposed sanctioned strength exceeds 10,000 posts across various categories. This includes 507 Naib Tehsildars, 1,207 Girdawar/Saddar Qanungo, 4,809 Patwaris, 28 Section Officers, 29 Geo Spatial Specialists, 74 Geo Spatial Analysts, 163 Junior Scale Stenographers, and 2,694 multi-tasking staff, among others.

The draft also provides for a five per cent deputation reserve and a five per cent leave reserve, with 324 posts created in the Registration Department to be included in the deputation pool.

As per Schedule-II-A, 40 per cent of Naib Tehsildar posts will be filled through direct recruitment, while 60 per cent will be filled by promotion from Girdawar with a minimum of three years of service.

The post of Patwari will be filled entirely through promotion, requiring at least five years of service in the feeder cadre.

For Girdawar/Saddar Qanungo, the draft proposes 100 per cent direct recruitment, with graduation from a recognised university as the minimum qualification. Selected candidates will be required to qualify an examination in computer applications, revenue laws and Geographic Information Systems (GIS), to be conducted by the Revenue Training Institute during their probation period.

Other key posts, including Section Officer, Senior Scale Stenographer and Geo Spatial Specialist, are proposed to be filled entirely through promotion from feeder cadres.

Officials said the restructuring also takes into account the increasing use of information technology in revenue administration, with new posts created in place of obsolete ones to modernise the system.

The Revenue Department has invited objections and suggestions from stakeholders within 15 days of the notification. Feedback can be submitted via email to the department.

The proposed overhaul is expected to streamline recruitment, strengthen administrative efficiency and align the revenue machinery with evolving governance and technological requirements in the Union Territory.
