South Korea carries out propaganda leaflet drops to North Korea


(MENAFN) South Korea’s armed forces reportedly delivered propaganda leaflets to North Korea 23 times in the previous year under former President Yoon Suk Yeol’s administration, a lawmaker revealed on Wednesday.

The information, shared by the office of ruling party member Choo Mi-ae, comes from a Defense Ministry investigation, according to reports.

Yoon faces allegations of deploying drones to North Korea to provoke retaliation, which critics claim was intended as a pretext for declaring martial law in December 2024.

In October 2023, the National Security Council approved the resumption of leaflet campaigns, planned to occur between February and November 2024, ahead of Yoon’s failed attempt to impose martial law on December 3.

The council’s decision followed a September 2023 Constitutional Court ruling that declared a ban on such operations unconstitutional, citing the right to freedom of expression. Leaflet campaigns had been suspended since July 2017.

The meeting to resume the operations included key officials such as then-Defense Minister Shin Won-sik and then-Unification Minister Kim Yung-ho, though the specific rationale for the decision remains classified.

After the approval, the military’s propaganda unit targeted 35 locations, including major cities such as Pyongyang and Wonsan, along with military bases, from February to November 2024.

This disclosure comes after a special counsel’s investigation determined that Yoon began preparing for martial law as early as October 2023, over a year before its official declaration in December 2024.

South Korea’s National Assembly overturned the martial law within roughly six hours of its announcement, and Yoon was subsequently impeached and suspended on December 14. He was arrested and indicted in January for leading an insurrection, becoming the first sitting president to be detained. After being released in March, he was re-arrested in July and remains in custody. Yoon was formally removed from office by the Constitutional Court in April.
