“Counter-Sabotage” Drills In Simferopol Mask Mass Surveillance Of Civilians NRC

“In occupied Simferopol, gauleiter Aksyonov announced another round of so-called 'exercises' involving units of BARS-Crimea, Russia's Ministry of Defense, and security agencies. Formally, they are explained as a need to counter the 'infiltration of sabotage groups,' but the rhetoric about intensified 'inspection measures' indicates something else. Under the cover of training, mass interference by security forces in civilian life is effectively being legalized, and the city is once again being put into a demonstrative 'fortress' mode,” the statement says.

According to NRC sources, the real purpose of these measures is to rehearse filtration procedures in urban conditions. Security units have been instructed to check residents' documents, mobile phones, and contacts, paying special attention to social media subscriptions, correspondence, and family ties with mainland Ukraine. The sources note that the“exercises” are used as a convenient cover for data collection and the compilation of lists of“unreliable” individuals, without resorting to any formal legal procedures.

NRC analysts emphasize that such actions are part of a systematic policy of intimidating the population in the temporarily occupied territories. The occupation administration deliberately blurs the line between exercises and real punitive actions to accustom people to the constant presence of security forces and the notion that total control is the norm. This practice corresponds to a mobilization model of governance, in which every civilian is automatically viewed as a potential threat.

In the end, the“exercises” in Simferopol are not about security, but about demonstrating force and instilling fear. Under the guise of fighting“saboteurs,” the occupation authorities are conducting filtration measures, testing control mechanisms, and simultaneously pressuring the local population, making it clear that private life in the occupied territory no longer exists, the National Resistance Center concludes.

As reported by Ukrinform, the“Russian administration” in the temporarily occupied part of Kherson region is holding talks with Belarus on transferring part of the Azov-Black Sea coastline allegedly for resort development.
