Pakistan Partially Resumes Clearance Of Humanitarian Cargo For Afghanistan After Two-Month Suspension
After nearly two months of a complete halt in cross-border cargo movement, the Government of Pakistan has partially resumed the clearance of humanitarian consignments for Afghanistan, marking the first limited restoration of Afghan Transit Trade since regular trade was suspended in October.
According to sources, Pakistan had suspended all exports, imports, and Afghan Transit Trade cargo clearance on major border points, Torkham, Ghulam Khan, Kharlachi and Angoor Adda, from 12 October, while the Chaman border was closed on 15 October.
In a letter issued to the FBR and the Director General Transit Trade, the government directed the resumption of humanitarian cargo belonging to three UN agencies via Chaman and Torkham. In the first phase, 143 containers are being cleared:
- 67 carrying WFP food aid, 74 with UNICEF supplies for children, and 2 containers containing medical and family assistance items for UNFPA.
The decision, authorities said, was made in line with directives from the Ministry of Foreign Affairs and after consultations with the UN Resident Coordinator in Pakistan.
The resumption will take place in three phases:
Food supplies, Medicines and medical equipment, Educational material.Additional consignments will be approved gradually once relevant UN agencies submit updated requirement lists.
The Directorate General of Transit Trade and the FBR have been instructed to ensure orderly cargo processing under the Afghanistan–Pakistan Transit Trade Agreement (APTTA).
The prolonged border closure severely affected truck drivers and customs staff at Chaman and Torkham, where hundreds of vehicles remained stranded for weeks. According to the latest figures, around 495 trucks are currently waiting to cross, including 412 at Chaman and 83 at Torkham.
Officials clarified that the resumption is strictly limited to humanitarian assistance and does not constitute a full reopening for normal trade. Further UN cargo lists will be cleared after document verification.
Data shows that during the 2024–25 financial year, Pakistan recorded over USD 1 billion worth of imports under Afghan Transit Trade, involving a total of 42,959 containers.
