Ukraine Extradites Russian Serviceman Who Tortured Lithuanian Volunteer In Zaporizhzhia
“Ukraine has handed over to the Republic of Lithuania a serviceman of the Russian Federation suspected of war crimes on the territory of our state. Case materials indicate that the suspect tortured prisoners, and among the victims of his actions was a Lithuanian citizen engaged in volunteer activities in Ukraine,” the statement reads.
The extradition was carried out based on a joint investigation by the SSU, the Office of the Prosecutor General, and the National Police.
“This is the first time since the beginning of the full-scale war that our state has transferred a detained Russian serviceman to another foreign country,” said SSU Deputy Head, Brigadier General Serhii Naumiuk.
According to the case file, the detained serviceman is Margen Hadzhimagomedov, a citizen of the aggressor state and an inspector of the military police of the 177th Separate Marine Regiment of the Caspian Flotilla of the Russian Federation. Case materials indicate that he tortured prisoners held in a facility set up by the enemy at the temporarily occupied airfield in Melitopol, Zaporizhzhia region.
Among those harmed by his actions was a volunteer from Lithuania who had supported Ukraine's Defence Forces since the first days of the full-scale invasion.
“The investigation established that prisoners were subjected to various forms of torture: they were kept in safes, choked until they fainted, suspended by tied hands, doused with cold water in freezing weather, and electrocuted,” the SSU noted.
Ukrainian defenders captured the perpetrator during fighting near Robotyne in August 2024.
Based on materials from SSU investigators and foreign partners, the Vilnius City District Court recognized the suspect as being implicated in violations of the Geneva Conventions, as well as the laws and customs of war, under Articles 100 and 103 (Part 1) of the Criminal Code of the Republic of Lithuania.
Following a request from the Prosecutor General's Office of Lithuania, Ukraine carried out the extradition procedure for the suspect at the end of October to ensure his prosecution.
“Under the Criminal Code of the Republic of Lithuania, war crimes against civilians and prisoners of war committed through torture and unlawful deprivation of liberty are punishable by imprisonment for 10 to 20 years or life imprisonment. Therefore, I would like to thank our colleagues from the SІU for their significant contribution to this investigation,” emphasized Deputy Prosecutor General of Lithuania Gintas Ivanauskas.
