Ukraine Rejects U.S.-Russia Peace Plan As“Absurd Surrender Demand”
Ukraine has rejected a joint U.S.-Russia draft peace proposal, calling it“absurd” and equivalent to surrender, senior officials said on Thursday.
Kyiv said the 28-point plan was drafted without its input and mirrored Moscow's early demands after the 2022 invasion, including the handover of northern Donbas, a halving of Ukraine's military and the removal of long-range weapons.
Oleksandr Merezhko, head of the Ukrainian parliament's foreign affairs committee, said there was no sign the Kremlin was ready for serious talks, accusing President Vladimir Putin of seeking to buy time and dodge U.S. sanctions.
First Deputy Foreign Minister Sergiy Kyslytsya dismissed the initiative as unrealistic and described it as a classic Soviet-style disinformation operation aimed at dividing Kyiv's Western partners.
Ukrainian officials warned that the proposal would strip the country of sovereignty and bar foreign troops from its territory while offering only vague U.S. security guarantees.
Russia has intensified attacks on Ukraine's energy infrastructure as fighting continues, striking facilities ahead of winter and adding pressure on Kyiv's defenses.
Separately, Russian airstrikes on several western Ukrainian cities, including Ternopil, killed at least 26 people, among them three children, local authorities said.
