From Silk Road To Silicon Hub: IT Park Uzbekistan Powers Regional Startup And Outsourcing Growth

(MENAFN- Mid-East Info) According to StartupBlink, Uzbekistan entered the global Top 100 startup ecosystems for the first time, while Tashkent demonstrated ecosystem growth of 132% over the past year. The size of the technology market has increased thirteenfold in five years, reaching $3.9 billion. These results became possible thanks to IT Park Uzbekistan, which serves as the main facilitator of the country's startup industry and a crucial bridge for regional and international cooperation in the IT sector.

ICT WEEK - a reflection of Uzbekistan's IT development milestones

In September 2025, one of the largest IT events in Central Asia - ICT WEEK Uzbekistan - was held. The forum brought together more than 1,500 participants from 87 countries, resulted in nine international agreements, and for the first time hosted the Web Summit Spotlight platform.

ICT WEEK also strengthened regional cooperation among technology parks of neighboring countries and created engagement platforms with the Japanese and Korean IT sectors. During the dialogue with Japanese IT businesses, objectives were set to develop a talent pool in Uzbekistan for Japan's high-tech sector. Meanwhile, Korean companies view Uzbekistan as a strategic partner in technological development. Six agreements were signed, and three outsourcing projects were launched as part of ICT WEEK.

“Uzbekistan is committed to building strong partnerships with international players in the digital and high-tech industries. Today, IT companies operating in Uzbekistan export their products to more than 90 countries.

IT Park Uzbekistan continues to create a favorable, business-friendly environment for global enterprises. You may find the right partner, employee, or employer here in Uzbekistan. Everything is possible - the opportunities are in your hands,” said Abdulakhad Kuchkarov, CEO of IT Park Uzbekistan.

ICT WEEK also served as a catalyst for the regional startup ecosystem. The first international venture fund was launched jointly with UzVC and DOMiNO, with a capital of $20 million. The traditional ICT WEEK platforms - Investors Room and Clash of Startups - continue to create opportunities for investment attraction.

IT Park - a catalyst for technological development

Established in 2019, IT Park became a comprehensive platform connecting localized IT businesses with government opportunities. The government has declared the digital economy a national priority, setting ambitious goals for job creation, export growth, and global competitiveness.

“Uzbekistan today is one of the most dynamic and fast-growing digital ecosystems in the region,” said Kuchkarov.“We combine affordability, highly skilled talent, and expanding access to global markets. This foundation allows us to create opportunities not only for startups, but also for established companies, investors, and partners who want to be part of a thriving technology hub.”

IT Park members are exempt from corporate tax, VAT, social contributions, and customs duties. The personal income tax rate is reduced to 7.5%. Members have access to various IT Park support programs, including Zero Risk - a program offering companies free office space for one year and subsidies.

Nurturing the entrepreneurial spirit

The historical legacy of the Great Silk Road has fostered an entrepreneurial mindset across generations. Uzbekistan hosts over 200 universities, more than 80 of which train IT specialists. With a median age of 29 and progressive reforms, the country is cultivating a new generation of tech talent. Accelerators, hackathons, and venture funds are creating pathways for startups to expand internationally. Early success stories include fintech and e-commerce leaders. Uzum, Uzbekistan's first unicorn, reached a $1B+ valuation. Investor interest is growing: TBC Bank acquired a controlling stake in the SaaS startup Billz in a $20M deal.

According to Dealroom, Uzbekistan's startup ecosystem has expanded thirteenfold since 2020, reaching a value of $3.9 billion. Today, there are around 650 startups and 27 venture funds, employing nearly 7,000 professionals.

Uzbekistan on the global tech map

Historically, Central Asia connected Asia, Europe, and the Middle East. Today, Uzbekistan reclaims this role in technology. Its strategic time zone enables BPO centers to serve clients across dozens of countries. IT Park is expanding international partnerships through offices in the US, Germany, China, Korea, Japan, and Saudi Arabia. These offices bridge Uzbek business with foreign partners. Exports of IT products and services have grown steadily, reaching over 90 countrie s across North America, Europe, the CIS, APAC, and MENA.

One step closer to opportunity

In November, Uzbekistan Outsourcing Conferences will be held in Saudi Arabia, Hungary, Moldova, Moscow, the UK, Canada, and other countries. These events will provide a detailed overview of the current tax incentives and support programs available for ITES businesses in Uzbekistan.
