Jessie Osborne is a research assistant at RAND Europe. Specialising in space law, policy, and governance, she also brings legal expertise to the Science and Emerging Technology (SET) research group and RAND Europe Space Hub. Osborne combines advanced legal training with strong analytical capabilities in space-related research and qualitative analysis. Her expertise spans multiple interconnected domains:
-Space Legal Frameworks: Law of outer space, international law, and space business regulation
-Space Security and Policy: Space sustainability, geopolitics, international cooperation, defence, and militarisation and weaponization
-Emerging Technologies: Cyber law, intellectual property law, and AI and robotics law
Her research interests include deep space exploration, interplanetary colonisation, human augmentation technologies, and brain-computer interface technology. Areas that intersect with RAND Europe's work on emerging technological challenges and opportunities.
Osborne holds an L.L.M. in space law, policy, and governance from Northumbria University and an L.L.B. in law from Open University.
