
Rs 62,000 Cr Youth-Focused Programs, Including PM-SETU, To Be Rolled Out On Oct 4
The programmes, focused on strengthening education, skilling, and entrepreneurship, will be implemented across the country with particular emphasis on Bihar.
A key announcement will be the launch of PM-SETU (Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs), a centrally sponsored scheme with an investment of Rs 60,000 crore.
The initiative will upgrade 1,000 Government ITIs through a hub-and-spoke model, comprising 200 hub ITIs linked with 800 spoke ITIs.
The upgraded institutions will feature modern infrastructure, new trades, digital learning systems, and incubation facilities.
Industry partners will manage the clusters to ensure demand-driven training, while global financing support will come from the World Bank and Asian Development Bank.
The first phase will prioritise ITIs in Patna and Darbhanga.
The Prime Minister will also inaugurate 1,200 Vocational Skill Labs across 400 Navodaya Vidyalayas and 200 Eklavya Model Residential Schools in 34 States and Union Territories.
These labs, covering 12 high-demand sectors such as IT, agriculture, logistics, electronics, and tourism, are designed to provide practical training aligned with the National Education Policy 2020.
About 1,200 vocational teachers will also be trained under the initiative. In Bihar, a series of youth empowerment measures will be introduced.
The Prime Minister will launch the revamped Mukhyamantri Nishchay Svyam Sahayata Bhatta Yojana, which provides graduate youth with a monthly allowance of Rs 1,000 for two years along with skill training.
The redesigned Bihar Student Credit Card Scheme will also be rolled out, offering interest-free education loans of up to Rs 4 lakh.
In addition, the Bihar Yuva Ayog, a statutory commission for people aged 18–45, will be formally inaugurated to harness youth participation in state development.
The Prime Minister will inaugurate the Jan Nayak Karpoori Thakur Skill University, envisioned to deliver industry-oriented courses and vocational training.
He will also lay the foundation stone for new academic and research facilities at Patna University, Bhupendra Narayan Mandal University (Madhepura), Jai Prakash Vishwavidyalaya (Chapra), and Nalanda Open University (Patna) under the PM-USHA scheme.
With a total allocation of Rs 160 crore, these projects will strengthen higher education infrastructure for over 27,000 students.
Further, the new campus of NIT Patna in Bihta, accommodating 6,500 students, will be dedicated to the nation.
The campus features a 5G use case lab, a Regional Academic Centre for Space in collaboration with ISRO, and an Innovation and Incubation Centre already supporting several start-ups.
During the programme, the Prime Minister will also distribute appointment letters to over 4,000 newly recruited candidates in the Bihar government and release Rs 450 crore in scholarships through Direct Benefit Transfer for 25 lakh students of Classes 9 and 10 under the Mukhyamantri Balak/Balika Scholarship Scheme.
