KABUL (Pajhwok): Maulvi Mati
Haq Khalis, Chief of the National Environmental Protection Authority (NEPA), on Monday departed for Russia at the head of a delegation to participate in the third International Forum for the Protection of Breeding of Birds of Prey.

Also known as“Falcon Day”, the annual forum in Russia focuses on the conservation of falcons and other birds of prey through dialogue and international cooperation.

In a statement, NEPA said Khalis left Kabul on Monday to attend the forum, marking the first time Afghanistan has received an official invitation to this international event.

The forum is scheduled to take place from 3–6 September at the Far Eastern Federal University in Vladivostok, Russia.

NEPA noted that the forum was initiated in 2023 under the instructions of the Russian President, with the aim of protecting rare birds and preventing the extinction of raptor species.

The event brings together representatives from environmental protection authorities worldwide, members of the International Union for Conservation of Nature (IUCN), research specialists and eco-tourism advocates.

The forum's agenda includes strategies for conserving endangered birds of prey, effective methods for restoring natural populations, sharing experiences from breeding and rehabilitation centres, measures to prevent illegal hunting, the use of new technologies and raising public awareness.

This year's programme also features an“International Falcon Auction”, with proceeds designated for falcon family restoration projects, conservation centres, scientific research and the promotion of eco-tourism.

NEPA said the Afghan delegation would present detailed information on the current status of rare birds in Afghanistan, government and institutional protection measures, and future practical programmes.

The statement added that Afghanistan's participation would provide opportunities to learn from other countries' successful experiences, particularly in falcon conservation and breeding traditions.

Previous forums have resulted in a joint declaration between Russia, China, Kyrgyzstan, Kazakhstan, Mongolia, the United Arab Emirates, Bahrain and Qatar on the conservation of the“white falcon” species.

The falcon is considered one of Afghanistan's most important natural symbols and holds special significance in the Islamic world. Afghanistan's participation in the international forum is thus regarded as an important diplomatic and environmental milestone for the country.
