Reconstruction Agency Has Completed 82% Of Construction Works At Energy Infrastructure Facilities

(MENAFN- UkrinForm) The State Agency for the Reconstruction and Development of Infrastructure has prepared a report on the implementation of projects to protect energy facilities, restore settlements and ensure the operation of checkpoints.

This was reported by the press service of the Recovery Agency , Ukrinform reports.

"Currently, the Agency has completed 82% of the main construction work on the construction of facilities of the second level of protection in 14 regions of the country <...> As of 12.06.2024, the main construction work on 20 critical elements (17 autotransformers, 1 main control panel, 2 relay panel buildings) at 14 electrical substations in 12 regions has been completed," the report says.

At the final stage, the main construction works are underway at 23 more critical elements. In total, 43 critical elements at Ukrenergo's power substations will be protected.

According to the Agency, the construction of Level III facilities (protection against missile strikes) is underfunded.

In total, in 2023, the government allocated UAH 18.9 billion for the construction of critical infrastructure protection in the fuel and energy sector, of which UAH 9.4 billion was earmarked for protection against UAV attacks and UAH 9.5 billion for protection against missile attacks. As of the end of 2023, the actual cost of construction of level II and III defences totalled UAH 13.05 billion. Of this amount, UAH 4.66 billion was spent on Level II facilities and UAH 8.39 billion on Level III facilities.

As part of the pilot project for the restoration of settlements, the Agency is working on 306 facilities in five settlements.

"The average level of readiness of all facilities is 24% with 6% of available funding. Currently, the works are suspended or completely stopped, in particular, in Yahidne, Borodyanka and Posad-Pokrovsky due to the lack of a government decision on the use of available funds," the report says.

The total amount of funding required to carry out work on the identified facilities is UAH 9.6 billion, of which, according to the Agency, UAH 559 million has been financed as of the end of 2023.

As for the management of 27 road checkpoints on the Agency's balance sheet, in 2023, contracts were concluded with contractors for routine repairs and work began at 11 checkpoints. A significant amount of both internal (repair of premises, installation of electrical networks) and external (repair of road surfaces, installation of fencing) work was carried out, and modular structures of sanitary facilities were installed.

As of 11 June 2024, the contracts for the comprehensive maintenance of the checkpoints have been concluded for all facilities, except for the checkpoints in Zakarpattia region.

As reported , on 10 June, the head of the State Agency for the Restoration and Development of Infrastructure of Ukraine, Mustafa Nayem, announced that he was resigning. Among the reasons for his decision, he cited systemic obstacles that prevented him from exercising his powers effectively.
