The application, filed on October 11 - coinciding with the final day of the Conservative Party's annual conference - argues that the proposal carries no discernible harm from a heritage or broader planning perspective. It advocates for a swift decision in light of the straightforward nature of the proposed security measures. Notably, reports suggest that Sunak intends to cover the costs of the fence personally, rather than utilizing public funds.

This move follows the arrest of five Greenpeace activists on August 3, who had mounted a protest at the prime minister's manor house. They unfurled black fabric from the rooftop in objection to the government's plans, under Sunak's administration, to issue over 100 new licenses for oil and natural gas extraction from the North Sea. The demonstration drew criticism from political figures spanning the ideological spectrum. While the prime minister was on vacation in California with his family at the time, a senior member of the North Yorkshire Police characterized the incident as a "major breach of security" and called for an inquiry into its circumstances.
