China's Foreign Ministry spokesperson, Mao Ning, stated that the White House's recent order to crack down on certain surveillance technology would not change the fact that the US is the "biggest threat to global cybersecurity." Ning claimed that US agencies were targeting foreign states and companies "under the pretexts of national security and human rights without any evidence." She further alleged that the US government is abusing technology for cyber surveillance and theft of secrets in an attempt to maintain its hegemony in cyberspace. Ning urged the US to cease its global hacking operations and stop abusing technology for its own interests.

Recently, United States President Joe Biden issued a new executive order that called for a ban on "commercial spyware that poses risks to national security or has been misused by foreign actors." However, a reporter at a Friday press briefing pointed out that the move appeared to contradict the administration's previous work with the Israeli cyber surveillance firm NSO Group.
