Seven European Nations Slam Israel Over Measures Targeting UNRWA
(MENAFN) Seven European nations issued a sharp rebuke Monday against Israeli legislative measures authorizing the termination of water, electricity and communications services to facilities operated by the United Nations relief agency for Palestinian refugees, UNRWA.
Iceland, Ireland, Luxembourg, Malta, Norway, Slovenia and Spain released a unified condemnation declaring the actions violate established legal frameworks and carry severe humanitarian ramifications.
"Such actions undermine the UN mandate, violate international law, and contravene the findings of the International Court of Justice, while also entailing serious humanitarian consequences for the Palestinian civilian population and refugees," said a joint statement by Iceland, Ireland, Luxembourg, Malta, Norway, Slovenia and Spain.
The coalition urged Israeli authorities to guarantee that recognized international non-governmental organizations retain operational access in Gaza and demanded an immediate halt to any organizational deregistrations.
The seven countries emphasized that United Nations operations—particularly UNRWA—alongside humanitarian organizations and NGOs, remain critical to addressing Gaza's dire humanitarian crisis.
"We underline the obligation to ensure full, safe and unhindered humanitarian access and to enable the continued functioning of UN humanitarian operations and their partners, in line with IHL (international humanitarian law) and relevant international legal obligations," the statement said.
It added: "Respect for the privileges and immunities of the United Nations and for international humanitarian law is imperative."
Israel's parliament enacted amendments to the Law to Cease UNRWA Operations last week, effectively prohibiting electricity and water provision to the agency's installations.
On Sept. 29, 2025, US President Donald Trump unveiled a comprehensive 20-point framework aimed at terminating hostilities in Gaza, encompassing a ceasefire arrangement, captive releases, Hamas disarmament, Israeli military withdrawal, establishment of a technocratic governing body, and deployment of multinational stabilization forces.
The agreement's initial phase commenced Oct. 10, 2025, though Israeli forces have persistently breached multiple provisions while stalling advancement to phase two.
Since the ceasefire took effect Oct. 10, Israeli military operations have produced hundreds of documented violations, claiming 420 Palestinian lives and injuring 1,184 additional individuals, according to the Health Ministry.
The ceasefire brought an end to Israel's two-year military campaign that claimed nearly 71,400 Palestinian lives—predominantly women and children—wounded over 171,200 others, and devastated the enclave's infrastructure.
